The primary purpose of this position is: To serve as a command headquarters level senior program analyst, providing functional expertise on Civilian Harm Mitigation and Response (CHMR) in support of existing regional teams to facilitate CHMR requirements.

Duties

As Civilian Harm Mitigation and Response Officer, analyzes, develops, and evaluates detailed AF Component plans, goals, and objectives for long-range implementation of assigned COCOM program(s). Documents planning and programming decisions in appropriate formats to meet 9 AF (AFCENT) and HQ CENTCOM CHMR red teaming procedures requirements. Using Civilian Harm Mitigation and Response Red Team experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques to mitigate cognitive bias and to reduce their adverse effects on decision making during the joint targeting process. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • May be required to travel by military and/or civilian aircraft in the performance of official duties. As directed, duty may be performed at various locations and government offices in and around the National Capital Region (NCR)
  • Education consistent with a senior Field Grade Officer is highly desired. Battle Staff training is very helpful to understand high-level strategic-operational levels of war.
  • Special Operations background is highly desired, because of the Security Force and Security Assistance work nested within the J3 Joint Exercise and Training Division will be considered the SOF Subject Matter Expert.
  • Disclosure of Political Appointments
  • Graduate of a senior service college or advanced military studies school (non-Service specific) and JPME II is highly desired.
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

(Con.) This position is designed by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs, and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position can not be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. This Key Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Intermediate-level certification. Incumbent must complete Basic-level courses within one year and Intermediate-level courses within two years (3 years total). This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs; including management, planning, and measurement concepts, principles, practices, and methodologies by the AF, DoD, and private industry; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of organizational vision, goals, objectives, mission, strategy, responsibilities, processes, and relationships to include capabilities and authorities of the Department of Defense (DoD), Combatant Commands, Joint Staff, intelligence agencies, U.S. military departments, and non-DoD agencies. Knowledge of safety and security regulations, practices, and procedures. Ability to develop, coordinate, implement and manage Command priorities and operational requirements. Ability to communicate both orally and in writing with technical accuracy to discuss and negotiate complex issues at the senior executive levels of Command. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
