Duties
Proposes and supports initiatives regarding the development of systems, processes and procedures to collect and evaluate financial information.
Provides clear guidance to the workforce on what constitutes quality evidential matter and the associated retention requirements (length and location).
Collaborates with other process areas to deliver cross-functional solutions ensuring end-to-end processes are standardized, effective, and properly controlled in an effort to reduce inefficiencies and decrease costs.
Ensures processes are in compliance with applicable laws/policies/regulations, well documented and regularly maintained (e.g. Process Cycle Memorandum (PCM), Standard Operating Procedures (SOP), and process related training).
Receives audit/examination requests and works cross functionally to manage requests to completion-
- frequently coordinating with Headquarters personnel (Tech/Quality, Planning, Order Fulfillment, Procurement, Finance), Process Health teams, and the MSCs.
Prepares for the annual site visit from the Independent Public Accountant (IPA), making decisions for what to include in the Command level presentations and how to walk the auditor through the process from end-to-end for selected transactions.
Develops and implements annual internal control test plans in accordance with OMB Circular A-123 and clear guidance is provided to the workforce on what constitutes quality evidential matter and evidential matter retention requirements.

Qualifications
To qualify for a Supply Management Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Experience in one of the following: Procurement, Order Fulfillment, Material/Demand Planning, Technical/Quality.
- Understanding and interpreting policy documentation and is able to apply the guidance to the job.
- Coordinating and integrating cross-functional information in order to solve complex problems and facilitate collaborative responses to cross-functional tasks.
- Participating in audit related activities such as engagement with external audit requests, internal compliance or policy reviews, and involvement with process walk-throughs.
- Evaluating a process to identify and analyze risks, determining appropriate response options.
- Assisting in the review and update of policies related to audit readiness to ensure existence and effectiveness of internal controls.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
