As a Program Manager (PSIO Branch Chief) at the GS-0340-14, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for planning, directing, and overseeing the operation of the Contracting Group in the Postal Service Insurance Operations (PSIO) Division. The Branch Chief performs technical duties in accordance with PSIO directives and supports the Contracting Officer in the negotiation of contract modifications and contract oversight.
Duties
Performs technical duties in accordance with PSIO directives and supports the Contracting Officer in the negotiation of contract modifications and contract oversight.
Works with Directors, managers and leaders to understand PSIO challenges, to find effective strategies, to engage them with systems and, to promote strategic partnerships for developing solutions to the challenges identified.
Engages technical staff and leadership of internal OPM organizations in developing implementing, utilizing and evaluating systems and processes in effective benefits administration.
Works collaboratively with Federal, state, and local partners and healthcare and other insurance providers directly and through their representative organizations to implement PSIO initiatives and to develop and implement capacity building strategies for a demand driven public workforce system.
Develops and implements comprehensive communication strategies to inform the staff and other stakeholders about PSIO initiatives and their results.
Evaluates the effectiveness of program activities and develops and implements continuous improvement strategies.
Represents the Branch and PSIO both internally and externally in meetings and forums, including public speaking.
Engages the cooperation of internal and external stakeholders in the work of the PSIO.
Exercises a full range of supervisory responsibilities through broad knowledge of management concepts, techniques, and demonstrated ability in the application of supervisory skills to the management of major programs.
Administers and oversees the program activities of the office assigned and supervises staff to carry out those activities.
Defines program long and short-term strategic planning to carry out the mission and activities.
Ensures that staff are appropriately selected, utilized, appraised, and developed as well as treated fairly and equitably.
Qualifications
For the GS-14 Grade Level: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in public or private sectors), which includes performing ALL of the following activities:
Leading and supervising a team of people who are responsible for contract oversight and administration;
Negotiating benefits with insurance carriers according to Federal regulations, guidance, and initiatives;
Analyzing, reviewing, and commenting on issues, processes, and regulations that involve an insurance program such as the Federal Employees Health Benefits (FEHB) Program;
Reviewing and evaluating the effectiveness of program activities and operations in order to develop and implement continuous improvement strategies;
Defining long and short-term strategic planning to carry out the organization's mission and activities;
Working with health insurance carriers or collaborating with internal oversight offices or other entities to ensure contract compliance or corrective action as appropriate;
Serving as a subject matter expert and effectively communicating laws, regulations, guidance, and policies that apply to a program such as the FEHB Program.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
