Duties
Provide advice on very difficult and sensitive ER/LR problems presented by all levels of management, executives, and senior leaders for resolution across a broad spectrum of DoD agencies/activities.
Serves as a functional expert on the application of negotiated agreements and Federal Labor Relations authority decisions, resolution of grievance and arbitration proceedings.
Provide advisory services to managers, supervisors and employees on difficult problems that involve serious and sensitive issues of the employee-employer relationship.
Provides expertise in the most difficult situations in correcting work deficiencies, poor performance, and leave abuse.
Provide advice on critical performance management cycle events, including performance plans, critical elements, performance discussions, and Performance Improvement Plans (PIP).
Advises and assists management on the technical, procedural, and precedent aspects of federal civilian disciplinary actions. Prepares disciplinary and adverse actions for serviced organizations.
Performs personnel suitability duties and responsibilities for serviced customer employees and applicants.

Qualifications
To qualify for a Human Resources Specialist (Employee/Labor Relations) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
-Performing a variety of advisory services involving labor management and employee relations policies, practices, and procedures to ensure consistency in their application.
-Advising management on complex employee relations issues involving the full spectrum of Human Resources disciplines.
-Advising management on performance issues and assisting management with federal civilian performance plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
