The incumbent of this position serves as the Strategic Planner for the Louis A. Johnson VA Medical Center (LAJVAMC). The position is organizationally located in the Office of the Executive Director and functions under the direct supervision of the Executive Director. This position is primarily responsible for, but not limited to, performance of analytical, evaluative, planning, and advisory functions relative to both current and future operations of the LAJVAMC

Duties

Principle Duties and Responsibilities Program Administration: Maintains a familiarity with current and upcoming clinical and administrative programs and their relationship to one another. Knowledgeable of the processes by which operations, construction, and equipment are planned and funded within the Veterans Administration (VA). Facility subject matter expert on the Veterans Health Administration (VHA) and LAJVAMC Strategic Planning processes, as well as the facility expert on Strategic and Operational Plans, updating the facility plans. Provides advice and assistance in policy development and managerial decision making. Assists with planning, organizing, developing, and implementing programs/projects to meet the special needs of our stakeholders. Responsible for evaluating current programs and activities to assure they are coordinated throughout the LAJVAMC and that the impact of future changes is accurately identified. Responsible for administrative coordination in the LAJVAMC, with responsibilities in some or all of human resources management (including equal employment opportunity), public relations, congressional liaison, controlled correspondence, marketing, network facility planning, business planning, sharing and contracting, Information management, and construction coordination. Responsible for LAJVAMC Strategic Planning and will ensure the completion of both a long-range strategic plan and the development of a shorter range tactical plan. Responsible for managing space and occupancy planning and documentation for all LAJVAMC sites. Assists services with the development of business plans for activations and initiatives involving construction-related activities and is responsible for the timely submission of business plans and supporting documentation to the Associate Director. Also assists services with activation funding implementation and timely delivery of resources to support activation. Provides support to the Associate Director and serves as an advisor on matters related to both internal and external operations. The incumbent assists the Associate Director in special complex assignments often of a highly sensitive and confidential nature. Involved at all levels-VA Central Office, LAJVAMC Office, and Medical Center and must be intimately knowledgeable about the missions, functions, and operation of all three. Provides input to and makes decisions that have impact on Medical Center and LAJVAMC matters. Required to have a working knowledge of all the facilities in the LAJVAMC so that support can be provided to them, as needed. Identify and analyze atypical situations in the Medical Center and to advise top managers, including the Medical Center Director, Associate Director, and VA Central Office staff on appropriate corrective actions. Coordinate LAJVAMC Committees, including the appointment of members, development of the mission of the committee, and identification of agenda items. Participates in the development of proposed minor and major construction projects assisting in preparation of Capital Asset Applications (OMB300's); concept development; space programming; the provision of swing space; phasing plans and development of activation resources packages. Coordinates station level moves and projects to assure all aspects of project implementation, including but not limited to availability of space, construction timing, furnishings, telephones, IT, etc. are accomplished with designated timeframes. Utilize management skills to insure the timely compilation, adequate justification, and submission of data packages to support designated construction projects. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting providing leadership, strategic direction, and oversight of compliance activities; ensuring a standardized and effective approach to compliance using the compliance framework, compliance and Integrity standards, processes, and resources; and experience using complex analytical problem-solving methods, principles, and theories to identify extensive program data and conduct a variety of studies and investigations. Physical Requirements and Work Environment: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work may be performed in an office setting or virtual setting which require normal safety precautions typical for offices and meeting rooms. The work may require occasional to frequent travel.
