The Health System Specialist provides leadership and direction for innovative system improvement methods that are driven by and closely linked to VHA/VISN strategic goals. The incumbent works in partnership with VISN and facility leaders to create, plan, promote, and implement initiatives and interventions that align with organizational goals and to provide change management and improvement support for organizational transformation of a large, geographically diverse public health care system.

Duties

The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is (Systems Redesign / reports to Quality and Risk Management Service) and is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. Additional functions of the position involve advising leadership in the formulation of planning complex facility wide Strategic Plans and facility wide projects in the execution phase of supporting of Strategic Planning. This position description describes a job located in either; (1), the off ice of the facility Director, (2), the off ice of an executive team member who is a direct report to the facility Director, or (3), a specialty staff off ice supervisor who is a direct report to the facility Director (e.g. Chief of Quality Management). The duties and responsibilities assigned to this position are prohibited from being performed below the executive team organizational level within a service line because of the facility wide impact the duties and responsibilities performed have on the functioning of the health care delivery system as a whole. Major Duties and Responsibilities : Participates in and facilitates transformative quality, safety, effectiveness, and efficiency improvement eff orts. Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center. Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of a performance improvement project. Organizes, directs, controls and coordinates group activities in a timely and effective manner. Conducts extensive work in analyzing data and conducting background research on the issue. Creates designs of experiment that align to project goals and team developed solutions. The designs of experiment are hypotheses which are monitored through data for effectiveness or failure. Designs of experiment are often iterative and will involve multiple solutions in random or sequential order. Leads project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project. Leads a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process utilizing multiple tools from Lean Six Sigma, Lean VA-TAMCCS and other performance improvement disciplines to further define the current state of the process. Directs the team towards sustainable solutions that are mistake proof. Mistake proofing is designing processes that cannot be performed in error and thus improve the product experience for customers. Conducts experiments and collects data to identify if the developed solutions are affective. Develops control plans, communication plans, risk management plans, and through closeout of the project. Provides consultation to executive, service line, and program leadership by leveraging VA data analytics resources. Plans and conducts studies directed at reducing errors due to cognitive overloading and human - computer interaction failure. Identifies systems designs problems that contribute to human errors. Preferred Experience: Certified Lean Six Sigma Green Belt or Black Belt/VHA Lean Green Belt or Black Belt Program/project management 2 years of clinical experience Data analytics (data capture, analysis, reporting) for managerial, administrative, and clinical purposes Assisting and managing system improvement activities/projects Software (Excel, SharePoint, Power Apps, Power BI)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,08/21/2023 . Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifies root causes of a performance issues; develops statistical models to measure success of performance improvement actions; provides instruction to others on Systems Redesign or other improvement methodologies principles and tools; develops statistical, graphical, and narrative reports, and communicate these studies to executive leadership, service chiefs, supervisors and other staff . You will be rated on the following Competencies for this position: Oral Communication Planning and Evaluating Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., PeaceCorps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
