Qualifications
Criminal Investigators - Special Provisions
Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties.
Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position.
Basic Agent Training Requirements: You must successfully complete and pass the required Basic Agent Training Program. Failure to pass the training program will result in separation from EPA.
Law Enforcement Training: You must successfully complete the 9-week Federal Law Enforcement Training Center's Basic Criminal Investigator training program and the 8-week Environmental Investigations Basic training program at Glynco, GA. You must pass the training program on the first attempt or you will be removed from this position and failure may result in separation from the Agency. You are exempt from this training if you have previously completed the program.
You must meet qualifications to carry a firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime.
Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency.
You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 performing duties such as conducting criminal investigations relating to alleged or suspected criminal violations of law; conducting interviews, critically analyzing crimes, recognizing, developing, and presenting evidence, recording and preparing written summary reports; experience in the execution of searches or seizures in accordance with criminal laws; and presenting case facts and recommendations. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position - OR an equivalent combination of education and experience.
To qualify for the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 performing duties such as conducting and often leading criminal investigations relating to alleged or suspected criminal violations of law; conducting interviews; proficiency in analyzing crimes; recognizing, developing, and presenting evidence; recording and preparing written summary reports; presenting case facts and recommendations in writing and/or verbally; training/mentoring entry level law enforcement officers; experience in drafting affidavits; experience in the execution of searches or seizures in accordance with criminal laws; and routinely conducting internal and external liaison activities. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position - OR an equivalent combination of education and experience.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of criminal criminal statutes, laws and regulations, including Title 18 of the U.S. Code.
Ability to organize, analyze, and summarize facts and data gathered during an investigation and clearly communicate findings.
Knowledge of rules of evidence, including evidence gathering, preservation, and documentation.
Knowledge of investigative techniques, including laws and decisions relating to investigative procedures; search and seizure; arrest authority, and functions and jurisdictions of federal, state and local agencies.
Ability to articulate and substantiate probable cause to support an alleged criminal violation of federal law.
Knowledge of undercover operations, electronic monitoring, warrant execution, and surveillance, to include the ability to prepare operational plans, as needed, for these activities.
Skill in identifying and utilizing sources of information.
Effectively coordinate with other government agencies during investigations.
Ability to evaluate allegations and discern potential criminal violations falling within jurisdiction.
Effectively communicate verbally and in written format during all stages of an investigation.
Ability to proficiently prepare for and conduct an interview to collect facts to determine the validity of alleged violations of law.
Knowledge of the rules and procedures for testifying in grand jury and trials.
Effective case organization to comply with discovery obligations.
Ability to prepare for testimony and assist in witness coordination and trial exhibits.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
