The mission of the Treasury Inspector General for Tax Administration's (TIGTA) Office of Investigations is to protect the Internal Revenue Service from internal and external threats and corruption that could negatively impact the IRS' ability to administer the nation's tax laws. We detect and deter waste, fraud and abuse in IRS programs and operations and protect the IRS against internal misconduct and corruption as well as external attempts to corrupt or threaten its employees.

Duties

There is one position to be filled in one of the following duty locations: Washington, DC; New York, NY; Atlanta, GA; Cincinnati, OH; Houston, TX; Denver, CO: or Los Angeles, CA. This position is located at Office of the Inspector General for Tax Admin, Office of Investigation. As an Assistant Inspector General for Investigations (Investigative Operations), you will direct investigative operations to prevent and detect fraud and abuse in the programs and operations of Internal Revenue Service (IRS) and Related Entities. You will serve as the chief line official for implementing and coordinating the nationwide investigation program and participate in the development and implementation of a comprehensive program which is responsive to the interests and needs of TIGTA.

You must meet the following requirements by the closing date of this announcement. Age Requirement: Incumbents selected for Criminal Investigator positions are covered under special law enforcement provisions. This requires that applicants not exceed the maximum age for entry. The date immediately preceding an applicant's 37th birthday is the final date for selection. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special civil service retirement provisions, including early or mandatory retirement. AND Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/her, or others is disqualifying. Please be advised the individual selected for this position will likely require certification by a Qualifications Review Board (QRB) conducted by OPM, prior to receiving the Senior Executive Service (SES) appointment. Your responses are required for each of the ECQs, unless you have had your ECQs previously certified by an OPM QRB for the SES. If you completed an SES probationary period, or did not have to serve one, and were removed for a reason that made you ineligible for reinstatement to the SES, you will need a new QRB certification. If you already have been certified by an OPM QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Your SF-50 should show a code 4 in block 34. If it shows a code 3, you must address the ECQs or provide a copy of the OPM certification. You will be evaluated on the following ECQs: ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TPC 1 - Describe your experience with the Federal criminal justice system, including Federal criminal law, rules of criminal procedure, rules of evidence, and information needed to facilitate prosecution. TPC 2 - Describe your experience leading and directing an organization that plans and conducts highly sensitive investigations or task force operations into allegations of criminal conduct, including complex impersonation schemes, white-collar crime, violent crime and cybercrime investigations. TPC 3 - Describe your direct experience in managing highly sensitive investigations into violations of Title 26 of the United States Code.
