The primary purpose of this position is: to serve as a CNAF level planner and airlift subject matter expert within the 613 AOC/AMD Airlift Control Team (ALCT) applying extensive USAF air mobility Command and Control (C2) experience and air mobility aircrew background in planning, scheduling, tasking, and executing PACAF air mobility airlift missions around the world.

Duties

Serves as an air mobility subject matter expert advising senior PACAF, and 613 AOC leadership and staff on air mobility operations, issues, and concerns. Frequently performs special complex projects regarding airlift operations. Plans, coordinates, schedules, tasks, and executes PACAF airlift in support of CJCS and Command-directed peacetime, contingency, and wartime operations. Responsible for planning, coordinating, and implementing schedules to support complex exercise and contingency mobility requirements. Communicates with/acts as an interface with other agencies regarding airlift planning. Communicates verbally, and in writing with US Embassy Defense Attaches and other key personnel within the command's area of responsibility in order to secure international diplomatic permissions for PACAF airlift aircraft supporting America's global mission.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

Conditions of Employment (Cont.) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. USAF air mobility rated (pilot or navigator) background and extensive experience working in an Air Mobility Division is highly desirable. Non-rated air mobility aircrew members may also be considered if highly experienced as an air mobility airlift planner working in an Air Mobility Division. Shift work, to include nights and weekends, will be required throughout the year to support various contingencies, exercises, and airlift barrel functions. In addition, work may extended beyond normal hours and over weekends and holidays, should the situation dictate. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal; demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; broad knowledge of peace-time, contingency, and crisis-action planning to deal with varied levels of air mobility operations; considerable degree of knowledge planning and coordinating various air mobility scenarios working with air mobility entities and international organizations located around the world to plan, organize, and accomplish the varied, and often times critical, flying requirements of AMC and PACAF; in-depth knowledge of aircraft operational concepts and underlying PACOM goals in order to make independent decisions concerning the planning, coordinating, and scheduling of PACAF aircraft flying worldwide air mobility missions; and in-depth knowledge of air navigation, international flight rules and regulations, the international air route structure, flight characteristics and systems of PACAF aircraft, computerized flight plans, familiarization with the AMC's channel operations, and knowledge of exercise and contingency operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a wide range of airlift operational concepts, policies, principles, practices, objectives and applicable directives to make independent decisions and recommendations to include contingency and exercise planning and execution airlift principles, procedures and concepts. Knowledge in statistical analysis and management to interpret data to be used in presentations. Ability in conducting in-depth operations/transportation studies, develop long and short-range plans, analyze findings, and recommend courses of action for meeting organizational and MAJCOM goals. In-depth technical knowledge of deployment processes, JOPES, automated flight management and aircrew operations in the contingency and exercise environment. Ability to interpret new policies and directives as they apply to global airlift transportation programs. Broad knowledge of DOD and agency operations, practices, policies and procedures to effectively plan global readiness operations. Ability to effectively manage and direct transportation activities; and evaluate and resolve technical issues. Ability to communicate effectively, both orally and in writing. Ability to plan, organize, and meet deadlines. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work. Ability to quickly process multiple and unrelated factors and determine solutions to operational problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
