This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23,2023. This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23,2023. As a OPERATIONS RESEARCH ANALYST at the GS-1515-13 some of your typical work assignments may include: Perform a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Formulate, plan, direct, and carries to completion a variety of analyses and/or works as a team member on major studies. Area of study include household goods, non-temporary storage, privately-owned vehicle shipment, rates, financial analysis, customer satisfaction surveys and management information systems. Diagnose problems using a comprehensive knowledge of scientific techniques (e.g., data collection and analysis procedures). Utilize mathematical and statistical techniques, elements of operations research theory, engineering knowledge, and innovative efforts to develop new solution(s) to previously highlighted and/or new problems. Develop or adapt existing models to test, analyze, and evaluate algorithms and other logic. Explores, discovers, investigates, and visualizes data trends and transforms silos of information into data assets, including reporting, dashboards and other data visualization functionality.

  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606

Qualifications

You may qualify at the GS 13 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Performing research, reviews, and analysis, and conducting development studies of operational issues. Determining sources of data, plans, and using advanced predictive analysis, data visualization, modeling, machine learning, and data science methods to validate study findings and conclusions. Utilizing scientific inquiry in the independent development of mathematical models and computer programs to support assigned projects, and studies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
