The PGY1 Residency Program Director is a licensed pharmacist who has full responsibility for the planning, coordination, and facilitation of the PGY1 residency, student training, and educational programs within the Pharmacy Clinical Service Line. PGY1 Residency Program Director, provides leadership, mentoring, and precepting to pharmacists, pharmacy residents, students, and pharmacy technicians to promote excellence in education and the provision of medication-related care to all Veterans.

Duties

The CPS functions at the highest level of pharmacy clinical practice, providing evidence-based disease state management and pharmaceutical care services to Veterans. The CPS utilizes clinical privileges to initiate, modify, or discontinue medication therapy and serves as a consultant for comprehensive and intensive medication therapy management services. The Pharmacy is affiliated with the University of Washington School of Pharmacy as well as four other Pharmacy Schools throughout the nation and provides training experiences for Doctor of Pharmacy candidates. Pharmacy maintains two American Society of Health System Pharmacists accredited residency programs that trains 7 PGY1 Pharmacy Practice residents and 1 PGY2 Health Systems Administration resident. Duties will include, but are not limited to: Clinical: Provides direct patient care clinical pharmacy services, using authorized privileges, in an ambulatory care setting at least 25% of the time to manage medication therapy and disease state outcomes and to support residency program development and trainee education. Has advanced knowledge of pharmacotherapy and possesses skills to evaluate, monitor, and assess the safety and efficacy of medication regimens and the incumbent serves as a pharmacotherapeutic information resource to all staff. Performs an in depth, patient specific medication reconciliation to maximize safe and effective treatment, reduce polypharmacy, and improve patient outcomes. Educates Veterans regarding changes made to their medications and provides Veterans with an updated medication list. Promotes a patient-centered, team-based model of pharmaceutical care to promote drug prescribing, medication monitoring and drug laboratory review that assures positive outcomes from medication use. Enhances the current pharmacy system to place residents and trainees into an environment of direct patient and prescriber contact in which pharmacists have access to complete clinical information. Works to establish an educational model in which every trainee takes responsibility for exceptional pharmaceutical care services to all VA Puget Sound patients. Education: Provides a framework for continual learning for pharmacy trainees, residents and employees of all levels to sustain competence and improve performance within the healthcare system. Participates in and provides self-development activities to facilitate professional growth. Promotes educational pharmacy worksite programs such as Clinical Pharmacy Conference, resident/student presentations, and journal reviews. Promotes membership and participation in professional pharmacy organizations. Maintains membership in ASHP pharmacy professional organization and contributes to the profession through providing or facilitating publications and/or presentations at professional meetings. Administration/Leadership: Using the medical center's mission, works with pharmacy residents, trainees and pharmacy employees to establish vision, mission, goals and values of Pharmacy Clinical Service. Encourages pharmacy activities which support the pharmacy mission using established values and vision to make critical decisions. Collaborates with PCS leadership to align residency project ideas and plan with PCS service line goals. Collaborates with the Investigation Drug Pharmacist Program Manager and Pharmacoeconomics Program Manager to support resident involvement in designing, completing, and reporting comprehensive medication utilization evaluations and quality improvement/quality assurance projects. Ensures that VA Puget Sound's PGY1 and PGY2 residencies comply with ASHP's Residency standards and maintain ASHP accreditation status. Develops, coordinates, monitors and evaluates pharmacy resident and pharmacy student activities to ensure that competencies, goals, and objectives of student rotations and the PGY1 and PGY2 residency programs are met. Program Management: Serves as liaison between clinical and administrative staff within PCS and with other service lines. Assists in the overall responsibility for monitoring programs and collaborates with PCS leadership to evaluate new service requests/opportunities, their associated resource requirements, and prioritization. Oversees and directs the Pharmacy Residency Program by coordinating the selection, scheduling, precepting, and evaluation of the residents during their one-year program in compliance with ASHP PGY1 Residency requirements and standards. Maintain accreditation status of the program through ASHP, providing required reports and documentation as requested. Provides education to the preceptors so they can provide the residents and students with appropriate teaching goals and objectives. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) NOTE: Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Facility Program Manager. Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. **Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs): Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Completion of an ASHP-accredited PGY1 residency and a minimum of three years of relevant pharmacy practice experience; or Completion of an ASHP-accredited PGY1 and PGY2 residencies and a minimum of one year of relevant pharmacy practice experience; or Has a minimum of five years of relevant pharmacy practice experience if they have not completed an ASHP-accredited residency. Physical Requirements: This work requires heavy lifting (45lbs and over), moderate lifting (15-44lbs), light lifting (under 15lbs), moderate carrying, reaching above shoulder, use of fingers, both hands required, standing, repeated bending, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, depth perception, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid may be permitted), and mental and emotional stability. Environmental factors are constant noise, dust, unusual fatigue factors with extensive keyboard/mouse use, working closely with other, working alone, and protracted or irregular hours of work.
