This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Pharmacy Supervisor is responsible for the administrative management of Inpatient Pharmacy operations. The Inpatient Pharmacy also provides pharmacy review and consultative services to Walla Walla and Spokane after administrative hours under the Virtual Pharmacy program. The incumbent is responsible for day-to-day operation of pharmacy equipment and automation, including IV and unit dose BCMA packaging equipment, automated medication cart fill equipment, and clinic dispensing cabinets. Duties will include: Clinical: Assure that pharmacists provide patient medication counseling by verifying patient understanding of the medication, proper medication use, expected outcomes, how to obtain more medication and how the current prescription will be processed (mail or pickup). Participate in the provision of pharmaceutical care support services as required including drug distribution, drug information, database management and documentation of interventions. Ensure pharmacists understand how to report actual and potential medication errors or adverse events and participates in quality improvement initiatives to promote patient safety. Works with the Inpatient Pharmacy Clinical Supervisor to ensure staff adhere to formulary process so that patients receive the most cost- effective drug therapy. Represent Pharmacy Clinical Services (PCS) by actively participating in multi-disciplinary committees that make decisions to set policies affecting inpatient pharmaceutical care. Pertinent committees include (but are not limited to) the Medication Safety Subcommittee, the Controlled Substance Workgroup, and the Medication Error Aggregate RCA Team. Education: Conduct on-line training for new pharmacists, residents, pharmacy students, technicians, technician students and volunteers in the Inpatient Pharmacy. Assesses existing and new employee competencies and identifies additional training and education needs. Identify education and training needs of the section and assists in staff development by presenting information at staff meetings and assisting in the development of written standard operating procedures. Maintain facility affiliate position with the University of Washington School of Pharmacy and serves as a preceptor for the pharmacy residents and Doctor of Pharmacy students. Supervision: Assign pharmacists to work on wards and in Central Pharmacy based on staffing, workload, and performance agreements with other Service Lines. Incumbent will assess workload shifts throughout the day, identify backlogs and make staffing adjustments as needed to meet organizational goals. Participate in employee selection process using Performance Based Interviewing techniques. Develop quality assurance criteria, monitor and evaluate quality of care provided by Inpatient Pharmacy Section and reports results to appropriate Pharmacy Managers and Staff. Write performance appraisals. Resolve employee complaints, counsel employees and prepare letter of counseling when necessary. Research: Assists with the development of pharmacy-based research that focuses on pharmaceutical care issues. Uses quality improvement tools and techniques to make data-driven, patient-focused enhancements within the service involving front-line staff in the process. Program Management: Oversee day-to-day maintenance and operation of pharmacy equipment and automation, including IV and unit dose BCMA packaging equipment, automated medication cart-fill equipment, and automated dispensing cabinets, and ScriptPro automation. Work with other pharmacy supervisors and staff to identify areas of rework or waste and develop solutions to streamline processes, save costs, and improve patients care. Assist the Pharmacy ADPAC and Pharmacy leadership with the developing emergency back-up plans for VistA, network, telephone, or automation downtime so that critical patient care functions are maintained. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). TRANSCRIPTS REQUIRED Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. LICENSURE REQUIRED English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Pharmacy Supervisor GS-13: Experience. In addition to the above requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Preferred Experience: 2 years experience working in an Inpatient Pharmacy 2 years managing a large Inpatient Pharmacy service 2 years supervising Pharmacists and Pharmacy Technicians Working Knowledge of Inpatient Automated Dispensing Cabinets such as Omnicell or Pyxis Working knowledge of USP 797 and USP 800 References: VA Handbook 5005/55, Part II, Appendix G-15, Pharmacist Qualification Standards. The full performance level of this vacancy is GS-13. Physical Requirements: Heavy lifting (up to and over 45 lbs), moderate carrying (15-44 lbs), reaching above shoulder, use of fingers, both hands required, walking and standing (8 hrs), repeated bending (2 hours), near and far vision correctable, depth perception, ability to distinguish basic colors and shades of colors, hearing (aid may be permitted), mental and emotional stability, exposure to constant noise, dust, working closely with others, working alone, protracted or irregular work hours, and extensive use of mouse and keyboarding.
