About the Position: For the Civil Works Section, Program Execution Branch, TF VIPR Program and Project Management Division serves as a Project Manager for water resources, flood risk management, ecosystem and/or military international and interagency support projects of high dollar value of national priority, of environmental sensitivity, of extraordinary urgency, or having similar requirements. This position prefers the incumbent to be bi-lingual in speaking/writing in Spanish & English.

Duties

Serves as a Life-Cycle Project Manager, with overall responsibility for managing the planning, scoping, development, design, construction, and direction of important civil works projects; ...to assure the efficient, effective, and timely accomplishment and coordination of the planning, design and construction phases. Provides expert project management for civil works projects of high dollar value and leads teams through the USACE Project Delivery Business Process. Works collaboratively across functionally diverse teams to develop solutions to technically complex water resource problems and engineering challenges. Responsible for overall project planning, execution, control and closure of civil works projects associated with flood risk management and other water resource related missions. Controls and manages project milestones and budgets from planning through construction with a focus on meeting project objectives. Facilitates the development of resource loaded schedules, monitors project performance metrics, analyzes financial data using Automated Information Systems, and supports the formulation of risk-informed decisions. Assists in the development of other project management professionals through mentoring, training, and review of work products.

Additional information about transcripts is in this document. Interdisciplinary Biologist: A. Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Interdisciplinary Architect: A. Bachelor's degree (or higher) in architecture, or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. B. A combination of education and experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. I have a degree in architectural engineering which provided the knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in A above. Interdisciplinary Engineer (Civil/Environmental/Mechanical/Electrical): A. Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Interdisciplinary Physical Scientist: A. Bachelor's degree (or higher degree) in physical science, engineering, or mathematics which included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. B. A combination of education and experience which includes courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Interdisciplinary Chemist: A. A bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering which includes 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. B. A combination of education and experience which includes course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Interdisciplinary Geologist at the GS-13 grade level or equivalent pay band in the Federal Service. A. A bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. B. A combination of education and experience which includes course work as shown in A above, plus appropriate experience or additional education. (Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes 1) Managing the planning, scoping, development, design, construction, and direction of the assigned water resources, flood risk management, ecosystem and/or military international and interagency support projects, while assuring the efficient, effective, and timely accomplishment and coordination of the planning, design, and construction phases. 2) Coordinating the preparation of the project budget; the preparation of various cost, milestone, and management reports; and the staffing of internal and external reviews. You will be evaluated on the basis of your level of competency in the following areas: LeadershipPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
