The primary purpose of this position is to serve as a second-level supervisor for one of three branches within a large Joint Personal Property Shipping Office (JPPSO). Plan and direct traffic management and personal property functions for the branch. Monitor and influence personal property work processes accomplished at multiple outlying installations and sites within their respective area of operation.
Duties
Plans, organizes, and directs the activities Joint Personal Property Shipping Office (JPPSO) Branch, ensuring the branch complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents JPPSO with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with commercial industry and all branches of the Armed Forces and the US Coast Guard
Plans, organizes, and overseas the activities of a JPPSO branch. Supervises and manages TSP Performance Management, Contract Management and Inspection Sections by developing goals and objectives that integrate organization and branch objectives.

- Travel and relocation expenses will not be paid.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Work may occasionally require duty in warehouse or receiving areas.
- Work may require travel to commercial Transportation Service Providers (TSP/s) contractors within the area of responsibility for the purpose of contract review or negotiation.

Qualifications
In order to qualify, you must meet the specialized experience described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint.

EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree or LL.B. or J.D., if related. Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign requirements, policies and limitations/capabilities of the different transportation modes.
Knowledge of safety and security regulations, practices, and procedures.
Skill and ability to organize, plan, and direct the functions and staff of a small to medium sized organization.
Ability to communicate both orally and in writing.
Skill and ability to utilize technical and functional expertise and experience with developing and recommending solutions to Acquistion regulation based contract and tender of service-related issues, resolving complex transportation problems and implementing initiatives.
Knowledge (in-depth) of packing, cargo preparation, movement of hazardous, sensitive, and classified material via all transportation methods.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
