This position is located at Kayenta Service Unit, Division of Administration, Acquisitions Branch, Kayenta, AZ. The incumbent serves as a Contract Specialist and is responsible for performing pre-award and post-award acquisition functions. The incumber will report to the Supervisory Contract Specialist.
Duties

Serves as Contract Specialist responsible for all aspects of the contracting transactions form initiation for a requirement to recommendation of award of a contract to procure items or serves where standard contracting procedures must be modified. Identifies planning needs of future procurement items.
Performs contracting work through use of negotiations techniques. Prepares a written request for proposal and invitation for bids/proposals, publicizes the requirements, issues the solicitation, document, analyzes offers received, prepares a negotiation position, evaluates technical and cost proposal, negotiates cost, fee or profit as well as technical issues and enters into a formal contract with the offeror.
Utilizes a variety of price/cost analysis techniques involved a wide range of related factors affecting contractors costs, for which pertinent historical data are generally available. ensures cost estimates and requests cost data from offeror. Analyzes and evaluates price/cost proposals for new procurements, change proposals at negotiation sessions.
Performance contact administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.
Idenifies appropriate contract type, including small business requirements. Utilizes contract methods and types with nonstandard terms and conditions such as price redetermination, urgent delivery requirements security classificaiton requirements extensive special provisions, or cost and performance incentive provisions.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
GS-5 through GS-12A.
A 4-year course of study leading to a bachelor's degree with a major in any field;
Or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
GS-09: Two (2) full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.; or, one (1) year specialized experience equivalent to at least GS-7 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing recurring or developmental assignments involving the use of formal advertising or basic negotiation procedures; analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts; investigating complaints by reconstructing and reconciling incomplete information.
GS-11: Three (3) full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree; or, one (1) year specialized experience equivalent to at least GS-9 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing all aspects of the contract from initiation to recommendation of award; administering a variety of fixed-price contracts of different types which contain terms and conditions such as progress payments, quantity options, Government-furnished property or similar provisions; administering specific phases of complex contracts such as cost contracts with incentives.
SELECTIVE PLACEMENT FACTOR:GS-11: Must possess an active Federal Acquisition Certification in Contracting (FAC-C) Level I or the new single-level FAC-C (Professional). (Attach copy of certification and most recent Defense Acquisition University (DAU) transcript for verification)
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
