This position is located in the Acquisition Branch within the Division of Administrative Services at an IHS facility, Navajo Area Indian Health Service (NAIHS). The facility provides health services in continuity or walk-in clinics and in a 24 hour/day, 7 day/week emergency room. The incumbent reports to the Administrative Officer (AO).
Duties

Analyzes work requirements and plans both short and long range methods for satisfying varying workload levels, priorities and other service unit objectives.
Determines manpower and other resources necessary to accomplish routine tasks and special projects.
Complies bidders' lists from qualified bidder's application, knowledge of supplies, contracts with trade associations, Small Business Administration, Labor Surplus Area firms
Performs detailed analysis of bids or proposals
Analyzes work requirements and plans both short and long range methods for satisfying varying workload levels, priorities and other service unit objectives
Performs all aspects of the contracting function from procurement planning assistance with program
personnel through recommendation of award to administration of the contract and through final close-out
using the system.
Determines adequacy and completeness of the description which may involve research of manuals, catalogs, federal and/or military specifications, discussions with manufacturer's representatives
Advertises and/or negotiates the procurement and servicing of complex medical or facility equipment for which there are no known specifications or criteria on which to base the specifications
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S) for GS-5 through GS-12:
A 4-year course of study leading to a bachelor's degree with a major in any field; or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Minimum Qualifications:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: performing professional contracting work including construction contracting; providing guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; prepare and issue solicitation documents, evaluate proposals, and award contracts involving Federal Acquisition Regulation; perform cost/price analysis, administer the contract through completion and close out, and provides supervisory oversight to acquisition staff; establishes goals and objectives; and monitors and evaluates progress of same
Selective Placement Factor: Candidates must possess a current Federal Acquisition Certification in Contracting (FAC-C) certified at either the legacy FAC-C Level II or the new single-level FAC-C Professional
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
