This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as a Program Analyst in the Naval Special Warfare Program Office (PMS 340) of the Program Executive Office, Unmanned and Small Combatants (PEO USC).
Duties
You will serve as the Contracting Officer Representative, and be the primary point of coordination with the NAVSEA Contracting Office and Legal team.
You will integrate requirements and resources in support of the Navy and Special Operations communities, liaison with key stakeholders, and develop innovative solutions to warfighter challenges with strategic impact.
You will be responsible for the alignment of Department of the Navy efforts enabling a warfighting capability that fulfills a Combatant Commander's urgent need.
You will ensure the integration of requirements and critical resourcing decisions unique to the capabilities of the special operations community delivering innovative operational solutions.
You will create documents used in engagements with senior leaders in the Department of Defense and Legislative Branch.
You will be responsible for project technical and programmatic responses to higher levels within NAVSEA, Chief of Naval Operations (CNO), Commandant of the Marine Corps, Secretary of the Navy, Secretary of Defense, and Congressional inquiries.
You will liaise with stakeholders across the Resource Sponsor, Acquisition, Program Office, Science and Technology, and Operational communities.
You will develop innovative solutions to operational problems through the disciplines of intelligence, acquisition, and operations, integrating them into strategic approaches.

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Contracting, integrating requirements and resources, directing complex studies, communicating with stakeholders, and developing strategic plans.
