The primary purpose of this position, MANAGEMENT ANALYST, GS-0343-12, is to serve as a management analyst within the organization applying analytical experience to evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations.
Duties
Conduct in-depth analysis on a wide range of work operations to develop, evaluate, and provide recommendations to resolve substantive problems and issues of the effectiveness and efficiency of work operations in the organization.
Document planning and programming decisions in appropriate formats to meet organizational requirements.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Prepare and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other analysts, program managers, and leadership to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in requirements.
Refine existing work method and techniques for the application to the analysis of specific issues or resolution of problems.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT POSITIONS. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; application of fact finding and investigative techniques, oral and written communication, and development or presentations and reports.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied.
Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.
Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of
program effectiveness and/or organizational productivity.
Interpersonal skills in complex functions and work processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work is primarily sedentary. Considerable walking may be required on occasional visits to various Directorate and Center activities or to perform assigned duties.
Work Environment: Work requirements are normally performed in an office environment with adequate heating, ventilation, and lighting. Occasional visits to industrial areas may be required where prescribed safety equipment will be utilized and established safety precautions will apply.
