The primary purpose of this position is to serve as the point of contact for all transformation and continuous process improvement (CPI) efforts, such as those implemented under the principles of the Department of the Air Force's Continuous Improvement and Innovation (CI2) and Suggestion program.
Duties
Serves as the organizational point of contact responsible for transformation and CPI development, implementation, and related organizational analyses
Serves as advisor to Commanders, Senior Leaders, and unit focal points.
Leads and coordinates transformation, CPI and strategic planning efforts to determine overarching center-wide areas for improvement.
Serves as an instructor for CPI methods/tools, including, but not limited to, Green Belt/Level I AFS021 Facilitator Course, Root Cause Analysis, and 8-Step Problem Solving.
Prepares and conducts oral presentations such as briefings, training sessions, consultations, and strategy sessions to working groups and Center leadership to secure cooperation, resolve controversial matters, and to convey information relative to proposed changes in the strategic or performance planning systems.

- Certification as a Black Belt CPI/AFSO21 Level 2 Master Process Officer is required and Master Black Belt/Level 3 Certification is highly desired.
- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes possessing expert knowledge of process improvement techniques to facilitate highly complex, customer driven, results oriented quality and process improvement activities using Lean Six Sigma (LSS) and various PI/CPI strategies, as appropriate, encompassing significant functions. Broad knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied. Expert knowledge to plan, schedule, conduct, and facilitate projects and studies and serve as the project leader/manager for enterprise level projects as a process improvement expert. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
-- Thorough knowledge of of process improvement principles, procedures, and techniques to include, but not limited to, Lean, Six Sigma, Theory of Constraints, 8-Step Problem Solving, Root Cause Analysis, Benchmarking, etc.
-- Knowledge of management and organizational principles, organizational theory, and techniques of analysis and evaluation, established management principles, pertinent administrative regulations along with knowledge of standardized administrative practices and procedures to perform a wide variety of studies in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative
procedures, work processes, or workload distribution.
-- Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a complex multi-mission local installation and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions.
-- Knowledge of administrative regulations and operating procedures plus skill in applying factfinding and investigative techniques ( e.g, employee/supervisor interviews, review of work procedures, instructions, records, and files) to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations.
-- Knowledge of center organizational structure and its supporting elements and programs, missions, policies, goals, philosophies, programs, missions, and functions of AFMC, along with knowledge of analytical and investigative techniques to conduct organizational requirements and utilizations.
-- Knowledge of effective training principles, techniques, tool, team facilitation, training requirements, teaching techniques, and human dynamics to lead CPI events, demonstrating adaptability, flexibility, and exceptional skills in planning, organizing, scheduling, and problem definition.
--Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content.
-- Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI.
-- Skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
