The Health System Specialist serves as Executive Assistant to the Deputy Chief Nurse Executive (DCNE) with overall responsibility for all administrative tasks and provides direct support primarily to the DCNE and secondarily to other management officials by analyzing, involving, advising on and/or coordinating health care delivery systems and operations at the health care system.
Duties
Duties may include but are not limited to:
Executive Support (25%)
Provides executive level administrative support to the Deputy Associate Director of Patient Care Services as necessary in completing reports, action items, and composing correspondence including controlled mail;
Track all Deputy Nurse Executive clinical services' performance measures and monitors;
Work collaboratively with the Executive Assistant to the Director in preparing reports, issue briefs, and other assignments;
Development of a monthly nursing performance score card;
Prepares, analyzes, monitors, and audits Patient/Nursing Services budget;
Oversees organizational charts, staffing lists, DSS mapping profile, and recording of approved recruitment actions;
Hiring Coordination for the administration staff for the office of Nursing Service Office;
Oversight of the Equipment inventory listing and conducting annual inventories;
Provide back-up support to the Executive Assistant to Associate Director, Executive Assistant to Chief of Staff, and the Executive Assistant to the Medical Center Director;
Support for new employee onboarding process as a one stop shop for all personnel assigned or augmenting Patient/ Nursing Services;
Program Development (25%)
Works with management to develop long and short-range plans for Nursing Program development;
Provides guidance to units or services line leadership in reviewing their current programs, policies, and practices and assists with the use of managerial, analytic, and reporting techniques to develop a final analysis;
Participates in the development of medical center policy;
Provides technical and analytical expertise to management regarding the need for alterations or revision to current policies and procedures of identified services within the medical center;
Assists in setting priorities and reaching defines objective in relation to resource planning;
Resource Management (25%)
Works closely with VISN contracting office in determining contract requirements;
Works with Human Resource and contracting office to facilitate the recruitment of agency nursing staff for all departments;
Serve as Contracting Officer's Representative (COR) and maintain certification;
Assists in formulating the budgets;
Tracks and monitors contract utilization, and submits budget requirements;
Research and Analysis (15%)
Researches and analyzes problems, issues or program requirements as directed;
Provides expert analysis and advice on complex issues and is often working on projects that cross organizational lines;
Studies, coordinates program, assesses management practices and advises/leadership in managerial policy and procedure and independently reviews program and areas and make recommendations as necessary;
Makes authoritative recommendations based on findings;
Reviews medical center operations to identify trends and possible concerns;
Communicates issues identified to the Deputy Chief Nurse Executive or the delegate(s) for recommended change if necessary;
Coordinate the collection of information and its revision to fit the needs of the final evaluation report;
Applies knowledge of computer systems to develop the most efficient and effective method of reporting information to the VISN;
Minor Duty (10%)
Special Projects: Manages major projects independently; Conceives and implements new initiatives or mandated items to strengthen current programs or develop new programs; Undertakes special projects, conducts analyses, investigates issues which are considered high priority;
Staff Training: Identifies and determines training priorities; Conducts, and administers programs; and Develops and improves training program;
Committee Participation: Maintain Presence/Representation of Nursing Service; Serves as an active member and or resource for key advisory boards and committees such as assigned;
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Mastery of a wide range of quantitative and qualitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Comprehensive knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-12 level.
