The Facility Management Systems Specialist is located in Joshua Tree National Park, within the Division of Maintenance at Joshua Tree National Park. The purpose of this position is to serve as the Facility Management Systems Specialist with primary responsibility for the Park's Facility Management Software System (FMSS). Duties

Major Duties: GS-07 Serve as a point of contact for the park for the FMSS program including, but not limited to asset identification and inventory including, attached equipment/features, condition assessment, cost estimating, work order generation and life cycle information. Serve in a development capacity with a variety of special projects that are intended to increase knowledge of the asset management program and FMSS. Apply standardized guidelines and training to determine the condition of all assets, including annual and comprehensive assessments, life cycle assessments and daily work findings. Review reports to prioritize asset needs and communicates annual project needs to the Supervisory FMSS Specialist. Serve in a developmental capacity, reviewing work requests, work reports and other information entered into the FMSS and WORK Kiosk time sheet system for accuracy. Applies standardized guidelines to maintain data in automated systems for fleet, energy, and real property reporting. Performs other duties as assigned. GS-09: Operate/oversee the operation of the FMSS system including, but not limited to asset identification and inventory including attached equipment/features, condition of assessment, cost estimating, work order generation, and life cycle information. Complete training for and schedules annual and comprehensive assessments to meet required deadlines. Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology. Complete the annual review, closeout and setup of numerous routine maintenance work orders for inclusion in the operational budget. Prepare and presents reports to management from FMSS databases for operational, fiscal, and planning purposes. Review and ensure accurate and timely records of park staff are entered into the FMSS databases. Provides support and guidance on all practical and technical aspects of FMSS database software sued to track facility management functions. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-01/09/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess one or more of the following minimum qualifications by close of the announcement: GS-07 Level: EXPERIENCE: One year of specialized experience equivalent to GS-05 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of a Facility Operations Specialist and that is typically in or related to the position to be filled. Examples of specialized experience include: Collected entry and analysis of data in multiple interrelated computer-based data tracking systems; Monitored data and maintenance of databases with multiple users to ensure data quality control; Validated and corrected data as appropriate, referencing specific protocols; Provided technical support to multiple customers for all activities involved in data entry, management, and maintenance; Developed reports based on system data. You must include hours per week worked. -OR- EDUCATION: One full year of graduate study in a directly related field (for example, engineering, industrial arts, property management, information management, business administration). (One year of graduate education is 18 semester hours or 27 quarter hours). You must include copy of transcripts. -OR- Successful completion of a combination of education and experience. One full year of specialized experience or one year of graduate study in a field directly-related to the work of this position. You must include copy of transcripts. -OR- Superior Academic Achievement (S.A.A.): Superior Academic Achievement (S.A.A) must include the successful completion of a bachelor's degree in one of as evidenced by one of the three following criteria: 1) In the upper third of graduating class from a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR 2) Obtained a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in the major field completed during the final 2 years of the curriculum; OR 3) You are a member in one of the national scholastic honor societies. You must include copy of transcripts. To qualify for this position at the GS-09 grade level, you must possess one or more of the following minimum qualifications by close of the announcement: GS-09 Level EXPERIENCE: One year of specialized experience equivalent to GS-7 level in the Federal service providing support and guidance for facility maintenance database and financial software used to track facility management functions for multiple locations. Specialized experience examples include: Provided support for maintenance programs for office or apartment building complexes, recreation facilities, military, or other special purpose installations; Identified and inventoried assets, including attached equipment/features, condition assessment, cost estimating, work order generation and management and life cycle information; Prepared and presented reports to management from Facility Maintenance databases for operational, fiscal and planning purposes. You must include hours per week worked. -OR- EDUCATION: Successful completion of a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree in an accredited college or university with a major study in engineering, industrial arts, property management, business administration or another field of study directly related to the duties of this position, or LL.B or J.D., if related. You must include copy of transcripts. -OR- Successful completion of a combination of education and experience: One full year of specialized experience or the two years of graduate study in a field directly-related to the work of this position. For example, six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education). You must include copy of transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
