You will serve as a CONSERVATION RESOURCES PROGRAM MANAGER in the ENVIRONMENTAL DIVISION of NAVAL FACILITIES ENG COMMAND MARIANAS. A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary. COLA is subject to change without notice. Duties

You will provide program management for environmental planning and consultations with regulatory agencies and prepare and implement integrated management plans for both natural and cultural resources. You will oversee the review of environmental documents with natural resources specialists and staff (Categorical Exclusion, Environmental Assessments, and Environmental Impact Statements) for technical adequacy in complying with requirements. You will review military operations and training, military construction, master plans, special studies, and site approvals for potential impacts to cultural resources, endangered species, habitats, and other legally protected natural resources. You will prepare and and negotiate cooperative agreements with other Federal and local agencies, memoranda of understanding, and special interagency agreements regarding conservation, management, and protection activity lands. You will develop policy and procedures for forest enhancement, natural and cultural resources, and monitor metrics, coordinates proposals, provides advice and prepares briefs on issues for local and federal resource agencies. You will identify and evaluate biological resources in the context of the activity mission and the applicable statutes and regulations. You will be responsible for the execution of Forest Enhancement Plan as part of the Marine Corps Relocation Biological Opinion and coordinate with staff on development of the regional biosecurity plans. You will oversee scientific and biological accuracy in management programs and document review; coordinate the work of cultural resources specialists, natural resources specialists, and environmental protection specialists. You will serve a technical authority on statutory and regulatory laws pertaining to natural resources, particularly to such highly sensitive and controversial matters as protection of endangered species, wetlands, and migratory birds.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing management and consultation for command activities impacting environmental resources; and developing plans and environmental mitigations for operations, facilities and programming, design, and construction.
