You will serve as a NATURAL RESOURCES SPECIALIST in the Environmental Division, Resident Officer-in-Charge of
Construction Finegayan/Public Works Department, Office of the Operations Officer of the NAVAL FACILITIES ENGINEERING COMMAND MARIANAS.
Duties
You will monitor natural resources programs for compliance with federal, state, and local policies for the conservation and management of natural resources.
You will serve as an organization's representative at conferences to present information on biological science or environmental programs.
You will prepare plans for the management and protection of natural resources (e.g., sensitive plants and wildlife and their habitats).
You will represent an organization in meetings with local, state, and federal regulatory officials concerned with permitting, compliance, or other regulatory and environmental matters.
You will act as technical manager of contracts for projects that fall within the area of responsibility.
You will design and coordinate terrestrial native and non-native species surveys to assess and monitor ecosystem health.
You will conduct field investigations of biological problems associated with terrestrial threatened and endangered species, non-native and invasive species, and terrestrial habitat management on JRM properties.
You will program, design, and manage periodic and final inspection of all terrestrial and marine management projects associated with the relocation.
You will provide and review technical specifications and requirements for inclusion in the initial contract and/or subsequent revisions.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing natural resources management support and advice within the command including formulating plans, implementing techniques, and developing a broad base of strategies and procedures to conduct the natural resources conservation and management process.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
