The Judicial Services Office (JSO) serves as a liaison, consultant, advocate, and resource for federal judges and handles matters arising within the Administrative Office (AO) and with the Federal Judicial Center (FJC), the U.S. Sentencing Commission (USSC), executive and legislative branches of the federal government, the public, and others.
Duties
This position reports directly to the Chief of the Judicial Services Office (JSO). JSO provides support, services, and programs to address the needs and concerns of federal judges - Article III (court of appeals, district, and Court of International Trade), territorial district court, Court of Federal Claims, bankruptcy, and magistrate judges - and their staffs. JSO serves as a liaison, consultant, advocate, and resource on matters that affect judges within the Administrative Office and with various constituents, including, the Federal Judicial Center, the U.S. Sentencing Commission, executive and legislative branches of the federal government, the public, and others. Among the services and programs provided by JSO are judge orientation programs, publications on administrative and jurisdiction matters, judicial procedure and authority manuals, and judgeship request and utilization proposals. JSO also provides staff support to the Judicial Conference Committees on the Administration of the Bankruptcy System, Administration on the Magistrate Judges System, Inter-circuit Assignments, and International Judicial Relations, and the Subcommittee on the Judicial Statistics.
The ideal candidate will have high-level knowledge about a variety of federal judicial programs and administrative matters. Additionally, the candidate must possess outstanding diplomacy, analytical, and organizational skills; have a demonstrated record of effectively collaborating across functional lines and with internal and external stakeholders; and be able to achieve results through effective management and collaboration. The duties of this position include, but are not limited to:
Assisting the Chief in planning, developing, coordinating, advising, and directing the activities of the office.
Providing leadership, management, supervision, and coordination to attorneys, paralegals, management analysts, and administrative support staff within JSO.
Fostering and maintaining productive relationships with all levels of Administrative Office staff and judges, chambers staff, and court personnel.
Managing, analyzing, and reviewing budget estimates, budget requests, and financial plans for judgeship positions; staff, compensation, and space projections; and programs and services expenditures and obligations.
Managing and completing complex and sensitive assignments in accordance with the Chief's guidance and expectations.
Providing staff with guidance and direction for conducting research, clarifying issues, and preparing briefing and meeting materials to ensure that program interests are addressed.
Establishing priorities, identifying solutions, and implementing program improvements and carrying out corrective and preventive measures to ensure that quality work products are produced, and deadlines are met.
Preparing and presenting office level status, reports, studies, and other complex matters pertaining to JSO and staff matters to all levels of staff, to include senior leaders.
Serving as Acting Office Chief in the Chief's absence and representing the Chief at senior level and Judicial Conference committee meetings.
Qualifications
Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (preferably three years) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is having substantive work experience in managing programs or services for high-level officials who have significant decision-making authority or responsibility for agency and program policy and mission. This includes judges, as well as judiciary, executive branch, or corporate senior executives and officials that address complex and sensitive issues and possess required demonstrated legal and analytical skills, superior written and oral communications, sound judgment, and collaboration.

Significant experience prioritizing tasks and resources and performing high-level functions while simultaneously recognizing and managing milestones, priority changes, and fluctuating staffing and financial resources.
Significant experience presenting and representing senior staff at high-level meetings and coordinating with all levels of staff to develop program/department responses, recommendations, proposals, reports, and other documents.
The ability to communicate ideas, concepts, methods, analyses, evaluations, and recommendations in a logical and convincing manner, either orally or in writing, to a variety of audiences, including management, professional, technical, and administrative staff at all organizational and hierarchical levels with equal facility and clarity.
A high proficiency in copy-editing and Blue-book guidelines.
Executive Core Qualifications (ECQs): Applicants currently serving in an AOES position or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants.

Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.
Education
This position does not require education to qualify. However, a law degree (J.D.) from a law school accredited by the American Bar Association (ABA) is highly desired.
