Duties

The Associate Chief Counsel, Procedure & Administration, located in Washington, DC, comprises approximately 100 attorneys and 80 support personnel. The primary work areas provide legal services in federal tax procedure and administration. The office's responsibilities include legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, disclosure of Freedom of Information Act (FOIA) and Privacy Act matters, and judicial proceedings which include technical electronic discovery (eDiscovery) litigation support. As a Senior Technology Advisor, you will: Serve as a senior point of contact for P&A's automated litigation support program. Plan, direct, evaluate and implement various litigation support activities for litigation support projects including those with contractor support. Act as an advisor and team leader to P&A Technology Advisors on complex eDiscovery and disclosure issues. Act as an escalation point for problem resolution regarding eDiscovery and other technical issues. Work with external vendors, contractors and suppliers to Chief Counsel and the IRS to process and resolve issues relating to eDiscovery, litigation support, and software tools. Evaluate automated litigation support objectives and employ innovative approaches to meet the needs and requirements of the case. Utilize advanced software-based analytics in e-discovery design and reporting; design and implement databases or other processes for management of case-related data and workflow tracking. Use scripting languages or other advanced techniques to identify and retrieve information from multiple databases; work as a liaison with IRS-IT to identify and retrieve electronic evidence from internal sources. Interpret how to convert electronic materials produced by the IRS, taxpayers, and other third-parties into an appropriate format that is usable by the Chief Counsel or DOJ trial team. Serve as a resource for Chief Counsel attorneys in assessing taxpayers' and other third-party automated records systems (e.g., electronically-stored information systems used by corporations, other taxpayers, accounting firms, and law firms) and in developing electronic discovery requests in examination and litigation. Manage electronic production of documents to the U.S. Tax Court, or, if necessary, the U.S. District Court in regards to trial preparation. Apply Chief Counsel privacy and disclosure rules and protocols relating to transmission of electronic material between taxpayers or their representative and Counsel employees. Develop, evaluate and/or review procedures and validation specifications to ensure chain of custody, authentication, workflow tracking, indexing consistency and accuracy in discovery. To qualify for this position of Senior Technology Advisor, you must meet the qualification requirements listed below by the closing of this announcement: For GS-13: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Experience performing litigation technology support best practices, including experience implementing Federal Rules of Civil or Criminal Procedure relating to e-discovery, and Electronic Discovery Reference Model (EDRM). Experience with the creation/management of workflow for scanning, conversion and complex document review, independently responding to discovery requests and assisting with trials; mentoring and assisting in the preparation of paperwork necessary for processing and completion of a case, including litigation, FOIA and/or e-discovery matters. Expertise in software knowledge in one or more of the following applications: Concordance; Everlaw; CasePoint, Clearwell; Ringtail; Recommind; Relativity; Catalyst; Case Logistics; ViewPoint; Nuix; Equivio; Legal Access Ware (LAW); and/or iPro. Non-industry specific software knowledge including Adobe Acrobat; MS Office Suite (e.g., Excel); MS Outlook; MS SharePoint; Microsoft Purview Standard/Premium; NotePad++; UltraEdit; RoboCopy; BeyondCompare; and/or web browsers. These examples are not inclusive. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
