The File Clerk (Scanner) position is located at the Beckley, WV VA Medical Center . The File Clerk functions as an administrative member of the Community Care Service Line (CCSL), under the direct supervision of the Supervisory Medical Support Assistant.

Duties

The File Clerk (scanner) is responsible for providing comprehensive administrative duties, that include but not limited to: solicitation and collection of medical appointment documentation from community provider offices, review of documentation to determine accurate addition to appropriate medical records, and usage of proper filing/scanning procedures within each medical record, to serve CCSL. The incumbent works independently and with assigned Medical Support Assistants to accurately monitor appointment schedules to validate attendance, request receipt of applicable medical documentation, and scan received documentation to the correct medical record. Incumbent is guided in duties by policies established by local clinical, administrative and executive management, local Health Information Management System personnel, Veterans Integrated Service Network (VISN), Office of Community Care (OCC) and Veterans Affairs Central Office (VACO) guidance. Filing & Scanning: Performs duties related to the receipt, intake, scanning, indexing, quality control, destruction, and transfer of health and administrative information in relation to community medical documentation used for continuity of care. Controls all information arriving and leaving the Community Care Service area in order to maximize continuity of care with medical center providers in the care planning of assigned Veterans. Processes requests for community care information presented in by mail, fax, telephone, or E-mail. Knowledge and ability to process a request for fax and PC fax is necessary. The incumbent will interface with personal computer (PC) applications as well as numerous VISTA, CPRS, FBCS, and other community care-related applications. To qualify for this position, applicants must meet all requirements by the closing date of this announcement.12/28/2023 GENERAL EXPERIENCE: You must possess one year of general experience. General Experience is progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of this position being filled. Examples of general experience include: working with a personal computer (PC), copying and duplicating equipment; performing duties in reproduction and mail area to provide reproduction materials or general office duties. OR EDUCATION: You must have successfully completed at least two (2) years of education above the high school level. This education must have been obtained in an accredited business or technical school, junior college, college or university. One full year of full-time academic study is defied as 20 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. (TRANSCRIPTS REQUIRED) OR COMBINATION Of EXPERIENCE AND EDUCATION: Applicants may also combine education and experience to qualify at the GS-04 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-04. For example, an applicant who has 9 semester hours of graduate level education (i.e.50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position). (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: Computer Skills Employee Relations Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: See VA Directive and Handbook 5019. The position involves work that is mainly sedentary but requires some bending, walking, standing and lifting/carrying (under 15lb) of supplies, patient records, staff and patient mail. Some assignments may involve more frequent walking, but these assignments may involve more frequent walking, but these assignments require no unusual physical demands to perform work. The incumbent will need to have the ability to verbally communicate and hear (aid permitted) using a telephone and must be able to type and operate computer equipment as an essential part of their position. The incumbent must be able to work closely with internal and external customers in a face to face setting. Work Environment: Work is performed primarily in a Office setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Education

Education: 2 years above high school graduation or the equivalent is creditable at the GS-4 level for the occupation listed.
