Duties
This is an entry-level position. You will participate in a two year Professional Development Program that includes a combination of on-the-job and classroom training, and exposure to diverse projects within your assigned team. As an Human Capital Specialist, typical duties include:
- Assists Senior Human Capital Specialist with providing advice and assistance to employees and managers on processing personnel actions, basic pay, overtime pay, pay retention, severance pay, back pay, settlement of claims, and payroll rules, regulations, and laws to identify concerns, resolve pay errors and discrepancies.
- Assists with providing advice and guidance to managers and employees on work scheduling and hours of work requirements and flexibilities (including alternative work schedules) and premium pay entitlements associated with various work scheduling scenarios ; and leave oversight (including holiday, advance leave, and parental leave).
- Provides support to management in the areas of compensation, payroll, personnel processing, and leave issues. Partner with HCO senior leadership as an advisor responsible for providing information, guidance, and recommendations and help resolve problems by providing guidance in the solution related to military issues, documentation for intranet webpages and leave policies.
- Assists with coordinating with other HR staff on agency operating procedures and processes for the leave share, alternative work schedules, and recruitment, relations, and retention incentive programs.
- Facilitates the execution of a full range of technical support activities related to personnel action processing, payroll, and processing new employees to include resolving administrative errors and discrepancies as well as developing solutions for process inefficiencies.
- Conducts quality reviews of electronic "Requests for Personnel Action" (SF-52) to ensure the accuracy of Nature of Action Codes (NOAC), legal authority, service computation dates, competitive status, remarks and other required data elements comply with GAO and Office of Personnel Management (OPM) regulations and procedural requirements.
- Maintains and monitors various data reports from HR Connect (PeopleSoft) and the National Finance Center (NFC) to evaluate the status of personnel actions and collects data to prepare compound reports and make sound recommendations.
- Creates and maintains files for internal and external audits and inspections as well as document and data requests. Conducts quality assurance reviews of administrative operations processes to ensure consistency and compliance with organizational policies and procedures.
Qualifications

You must have 1 year (52 weeks) of specialized experience equivalent to the next lower band or level equivalent to the GS-5 in the Federal Service, or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as:
- demonstrated knowledge of HR management concepts and principles; and related laws, regulations, policies and procedures;
- experience providing support to one or more HR specialty areas such as staffing and recruitment, payroll, compensation, benefits, leave and/or performance management;
- experience providing guidance and assistance to managers and employees on HR programs and processes;
- experience utilizing and maintaining a variety of human resources information systems (HRIS) and databases; and
- demonstrated ability to identify, research and resolve a variety of HR problems, issues and discrepancies.

Have a bachelor's degree with superior Academic Achievement. S.A.A. is based on (1) class standing in the upper one-third of graduating class, or (2) a grade-point average of 3.0 or higher out of a possible 4.0, or (3) national honor society membership. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Have completed 1 full academic year of graduate level education that has equipped you to perform the duties of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Have a combination of successfully completed graduate level education and experience that which meets the total qualification requirement for the GS-07 level.
