The incumbent is responsible for providing a variety of management services essential to the direction and operation of the Boise VAMC Dental Service. This is the full performance level of the position.
Duties
Actively participates in the strategic/tactical planning process in collaboration with the Dental Service Chief and service line leaders.
Develops, formulates, and provides all essential data for the annual budget forecast for submission to BVAMC Senior Management based on analysis of past expenditures, knowledge of clinical service requirements, program plans and workload forecasts.
Monitors service expenditures and projects future funding needs.
Prepares and assembles charts, data, reports, narrative and statistical materials to justify the budget and to monitor clinical performance.
Reviews all dental lab invoices and ensures proper billing, certifies invoices in IPPS.
Responsible for the overall operation of the Dental Clinic in collaboration with the Chief, Dental Service.
Develops, maintains and periodically reviews clinic profiles for the dentists, oral surgeon and dental hygienists.
Regularly monitors all pertinent clinic reports, such as the VASSC report, consult tracking, workload reports, with the aim of assuring optimum clinic productivity.
Reviews clinic schedules and enters clinic cancelations or clinic opening requests.
Collaborates with the dental chief in striving to achieve all performance measures and/or monitors related to the Dental Clinic.
Is responsible for entering and maintaining employee MSS data.
Provides ongoing training and assistance to new and incumbent personnel regarding VA, medical center and Dental Service policies and procedures.
Monitors and assures timely workload capture, appropriate coding, and appropriate documentation in support of the coding.
Ensures compliance with mandated reporting requirements including continuing education requirements.
Facilitates with patient questions regarding non-VA purchased care.
Analyzes additional and replacement equipment requests and assists the Chief, Dental Service in establishing equipment priorities.
Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with VA and accrediting requirements such as Joint Commission.
Is responsible for ensuring staff are following time and leave policy, acts as the primary timekeeper.
Oversees new employee service orientation.
Acts as Dental Service's Record Management Liaison, assuring all government records are stored or disposed of properly.
Manages the Service's Fee Basis program, ensuring proper documentation supports the posted timecard, assist in coordinating Fee Providers clinic changes and completing the annual Fee Basis letter process.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet time in grade requirements and specialized experience within 30 days of the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in positions that required working knowledge of computer systems for entry and retrieval of data; Reviews and monitors reports for accuracy; Evaluates program requirements and makes recommendations regarding health care delivery systems; Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; Ability to locate and interpret appropriate applicable regulations; Timekeeping; Routing correspondence, filing systems, and storage of files and records. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent graduate degree, or successfully completed two full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related. Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements.
