The incumbent will serve as a Program Specialist with an organization title of Diversity, Equity, and Inclusion (DE&I) Manager organizationally aligned to the Office of the Medical Center Director

Duties

Major duties and responsibilities but not limited to: The Diversity, Equity, and Inclusion Manager will lead the development and implementation of proactive diversity, equity, inclusion, and accessibility initiatives that will support the Saginaw VA Medical Centers efforts to define, understand, assess, foster, and cultivate diversity. The position serves as an expert advisor on diversity, equity, and inclusion to executive leadership. The position will lead the development of a vision and effective strategy that champions the importance and value of a diverse and inclusive work environment. Additionally, the DE&I Manager will engage managers and staff to build a welcoming and inclusive culture at the Medical Centers. The position serves as a program manager for Diversity, Equity, and Inclusion which will encompass complex assigned projects, working directly with business owners and major initiative leads. The position will serve as an advisor by providing leadership and guidance to their responsible teams, providing valuable consultative services, and will assist in the planning, development, implementation, coordination, and evaluation of milestones for each plan. This includes development and ongoing review of all initiatives, program scopes and schedules, including program guidelines, requirements, and deliverables. The position will also require active, independent problem solving, including requirement refinement, corrective action, and plan modification. The DE&I Manager will create and implement communications strategies and will serve as a content manager for the trainings, web resources, social media, and print materials to support diversity, equity, and inclusion and related initiatives. The position represents the group consensus and conveys findings and recommendations in meetings and communication with other leaders, program officials, and the public and other customers on issues related to or that have an impact on the facility's objectives, work products and/or tasks; and coordinating communication across all major initiatives and sub-ordinate projects. The position estimates and reports on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all group members are aware of and participate in planning for achievement of team goals and objectives; and identifies and develops project management methodology and best practices and standards for team use. Work Schedule: Monday - Friday, 08:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of principles, concepts, laws, and regulations of human resources management (HRM), with a high level of consultative skill that is sufficient to serve as an expert and key advisor to top agency management officials on the integration of diversity and inclusion in the workplace Knowledge of working collaboratively to develop and implement recruitment and retention strategies focused on building a diverse, equitable and inclusive workforce and work environment Knowledge of collaborator and relationship builder, with strong interpersonal skills and ability to build coalitions and collaborative working relationships with a broad range of diverse individuals and groups, including senior executives, to achieve results Knowledge of program development and delivery methodologies and techniques to manage, identify, evaluate, recommend, and implement program strategies. You will be rated on the following Competencies for this position: Communication Organizational Awareness Administration & Management Leveraging Diversity Analysis & Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site.
