The incumbent will be assigned the work and responsibility for providing effective, efficient, and operation of the Employee Experience subject areas at Incumbent's assigned campus, in collaboration with the Designated Learning Officer. Assigned work is inclusive of providing service management with objectively based information for making decisions on program operations. The incumbent performs a variety of analytical, planning, educational, presentation, evaluative and advisory work.
Duties
Major duties include, but are not limited to:
Coordinates with managers and technical specialists to develop quality program plans to address adverse workforce situations;
Obtains participant feedback to identify process and knowledge gaps for systemic improvement, recommends improvements, and analyze the type, frequency, and importance of the feedback;
Establishes and publishes course schedules, establishes curriculum, conducts classes, coaches participants, and evaluates outcomes of student learning;
Provides marketing strategy input and assists in the execution of strategy to promote All Employee Survey participation, evaluation, analysis, and action planning lifecycle;
Identifies recognition assessment tools, programs, best practices, and related areas that improve the Employee Experience and Engagement.
Work Schedule: Monday - Friday; 8:00 am to 4:30 pm.
Compressed/Flexible: This position may be authorized for a Compressed/Flexible Schedule. Compressed/Flexible Schedule eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provides direction to the planning, development, coordination and implementation of employee engagement, workforce development/employee development, education, management policies, procedures, strategies, initiatives, and programs;
Manages substantive projects and studies in the area of employee engagement and workforce planning, analysis and development;
Facilitates focus groups on identified workgroups to provide more in-depth feedback to leadership;
Reviews, analyzes and evaluates reports and statistics in order to advise on trends, out-of-line situations, and anticipated needs.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The employee does sedentary work, such as sitting comfortably. There may be some walking, standing, bending, carrying of light items. No special physical effort or ability is required to perform the work.
