About the Position: Serves as a Procurement Analyst responsible for developing, establishing, interpreting, and guiding the implementation of policy and regulatory material for control of Army Contracting Command-Detroit (ACC-DTA).

Duties
Serves as a Procurement Analyst, developing acquisition letters and instructions establishing policy for the entire contracting process.
Coordinates with acquisition elements, such as product assurance, engineering, comptroller, project managers, maintenance, legal, and other commands to exchange information and ideas for inclusion in procurement acquisition letters/instructions.
Develops ACC's position on new and revised acquisition regulations and prepares comments for submission to higher echelons.
Publishes and ensures dissemination of informational material to inform, clarify or explain regulatory or policy changes.
Advises ACC-DTA management personnel on matters pertaining to contracting policies, regulations, and operations.
Provides assistance upon request regarding specific situations or problems and upon receipt of changed policies and regulations imposed by higher authority involving regulations, laws, and good business practices.
Attends meetings and conferences with representatives on the Command and higher authority to discuss, present, and defend the Command's position on new or revised acquisition policies.
Prepares associated studies, reports, fact sheets, correspondence, and the like to assigned responsibilities to document findings and action taken.
Conducts training of ACC-DTA and, as necessary, personnel outside the organization, to approve acquisition practices.
Reviews and analyzes Federal, Defense, Army, Army Materiel Command (AMC) and subordinate command regulations, letters, circulars, and policies for application to directorate operations.
Reviews changes to acquisition regulations impacting the Contracting and Procurement automated writing systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must file annual financial statement.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months of entrance on duty.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing technical guidance regarding contract administration functions, acquisition policies and regulations, and procedures; developing acquisition letters and instructions; developing policy regarding contracting and acquisition; and assisting in developing new or revised contract and procurement techniques and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education cannot be substituted for experience.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
