This position is located in the Health Resources and Services Administration, Office of the Administrator, Office of Civil Rights, Diversity & Inclusion. Duties

As an Equal Employment Opportunity Specialist, you will assist in developing and recommending policies and procedures related to multiple complex EEO topics for all of HRSA. Your major duties and responsibilities include: Obtaining appropriate medical documentation from requesters of Reasonable Accommodation for internal review and/or review by the Federal Occupational Health (FOH). Maintaining Reasonable Accommodation requests, Accessibility requests, and medical documentation in a confidential and secure manner at all times. Processing requests for Reasonable Accommodation and/or Accessibility pursuant to the Executive Orders, EEOC's guidance, the Rehabilitation Act, and the American with Disabilities Amendments Act to established case precedent. Applying both HHS and HRSA standard operating procedures and Reasonable Accommodation Policy and Procedures. Processing Reasonable Accommodation and/or Accessibility requests and draft coherent correspondences. Providing oversight and coordination for the Disability Services Program (e.g., American Sign Language Interpreting Services, Workplace Assistant Services, etc.) including coordinating contractors at HRSA headquarters and regional offices. Supporting activities of OCRDI's Accessibility Program to include training on reasonable accommodations and other Federal sector disability programs. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Qualifications

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for the GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of minimum qualifying specialized experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis: 1. Assisting with the coordination, tracking, and drafting requests for services related to Disability Service Programs such as Reasonable Accommodations and Equal Employment Opportunity Programs. AND 2. Conducting training on Reasonable Accommodation, Equal Employment Opportunities, and Civil Rights to managers and employees. AND 3. Processing requests for Reasonable Accommodation and/or Accessibility pursuant to federal laws, case precedents, regulations, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. FEDERAL DISABILITIES PROGAMS - Applies knowledge of, and promotes compliance with, appropriate federal statues, regulations, policies, and procedures (e.g., Rehabilitation Act of 1973, Americans Disabilities Act Amendments Act, Executive Orders, case law) relevant to Federal disability programs. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge. PROGRAM MANAGEMENT - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities. TRAINING - Seeks, develops, and delivers useful, relevant training for growth or performance enhancement.
