About the Position: This position is for a Contract Specialist with the Army Contracting Command located at Redstone Arsenal, Alabama for a multitude of complex acquisitions in support of the Army Contracting Command - Redstone (ACC-RSA) most robust costly portfolio.
Duties
Serve as a Contract Specialist managing and overseeing center-wide post award strategic process development and improvement for a
multitude of complex acquisitions in support of the Army Contracting Command - Redstone (ACC-RSA).
Provide advisory and assistance on contracts for both hardware products, Commercial Service Items, and various kinds of services.
Interface with Program Executive Offices (PEOs) and Government/Prime Contracting Officer(s) to ensure contract requirements are fulfilled.
Validate Contractor Performance Assessment Reporting System (CPARS) registration information is accurate and complete, required
subcontracting plans are completed, ratings and narrative are timely and completed in accordance with CPARS guidance.
Develop advance acquisition plans for future fiscal years in coordination with the Requesting Agency and Program Office.
Serve as negotiation lead and spokesperson for the government during complex contract negotiations that commit a sizeable portion of the
command's resources.
Analyze technical evaluation, reconciles differences within technical areas and incorporates the technical recommendations into the overall
government objective.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Acquisition, Logistics, and Technology Workforce position. Selectee must meet position requirements for Foundational Certification
within 36 months of entrance on duty.
- Financial Disclosure Statement OGE Form 450 is required upon entry into position and annually thereafter.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or
removed from the position, accordingly.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. NOTE: A copy of your transcript(s) documenting the basic requirement MUST be included with your application package.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which involves: 1) Performing post award functions such as obtaining or developing determination and findings, scopes of work, independent cost estimates evaluation criteria and method of solicitation ; 2) Performing contract management such as monitoring contractor performance, resolving and executing contract audit recommendations, and/ or negotiating settlement disputes; AND 3) Researching to provide acquisition planning and requirements advice. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education cannot be substituted for experience.
