The Environmental Care Specialist is responsible for complete administrative and managerial responsibility for the Environmental Management Service program sections of Sanitation, Environment of Care, Interior Design. Project Management and Textile Operations of the Joseph Maxwell Cleland Atlanta VA Medical Center. This position will be located at the main Decatur campus site, and will involve regular travel to all campus locations within the Atlanta VA Healthcare System.
Duties
Duties typically include, but are not limited to:
Performing management functions inherent in short and long-range planning, project development and daily operational functions for Environmental Management Service.
Planning and initiating improvement actions on a progressive basis.
Serving as the advisor to the Chief of EMS and consultant to top management.
Implementing and maintaining a variety of programs with EMS Service.
Developing personnel management policies and effects all related personnel actions for the Service line.
Establishing adequate training programs and compliance with Veterans Health Administration (VHA) and Atlanta V AMC policies.
Creating and executing local EMS policies to further expand management considerations involving general administration practices, budgeting, utilization of manpower and other resources.
Assisting the Chief and Assistant Chief of EMS in developing and implements organizational structures and operating plans and procedures to achieve program goals and determines needs for resources and their appropriate allocation and effectiveness of use.
Administering labor management agreements and meeting with Union officials to resolve problems arising from interpretation or application of contract agreements.
Delegating to subordinate supervisors and holds them accountable for the performance of their assigned duties.
Initiating personnel actions.
Ensuring compliance with department and medical center directives, and communicate all such directive to subordinate employees.
Determining staffing needs and organizational structure by means of staffing studies, time, and motion duties, etc.
Determining budget needs by reviewing historical records, performing supply usage studies, analyzing current workload, reviewing inflation trends and other market factors, and considering possible changes in workload due to changing patient population, or expected program or mission changes at the Medical Center.
Seeking solutions to existing and possible future challenges, identifies long and short-range goals, and formulates proposals for top management consideration.
Assisting the Chief in analyzing broad implications of higher levels of authority, laws, regulations, policies, as well as managerial, administrative, and technical trends.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023.
TIME-IN-GRADE-REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your Specialized Experience, Education and/or Combination as described below:
Specialized Experience: Experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience maintaining facility sanitation standards in line with outside regulatory agency requirements; leading special projects and investigatory groups designed to review and improve processes and procedures, interviewing prospective employees and recommending approval or disapproval of appointments; researching healthcare and environmental initiatives and revising the environmental care policies/practices to reflect improvements; responsibilities include planning, organizing, scheduling, and evaluating the program of comprehensive environmental activities for compliance with the laws and regulations; and communicating information via presentation to staff/leadership. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher-level graduate education.

PHYSICAL REQUIREMENTS: Work is primarily sedentary. There is some walking, standing, bending, and carrying of light items such as books, papers, and files.
