The Volunteer Transportation Network (VTN) is a function of the Veterans Affairs Center for Development & Civic Engagement (CDCE) program for the VA Portland Health Care System.

Duties

Major duties include but are not limited to: Provides the day-to-day operation of the Volunteer Transportation Network, working independently, resolving issues under the supervision of the Assistant Chief, CDCE. Assures the transportation needs of the patients are met through the program, within the established guidelines and regulations. Provides technical and management guidance necessary to achieve the optimum use of service resources. Plans and provides service support in areas to include drivers scheduling and route manifests, patient transportation appointment scheduling, space/resource utilization and program management. Responsibilities include maintaining accurate records for the VTN program to ensure drivers meet national and local requirements and compliance, including driver information, driver's required training, schedule of availability of drivers and patient requests. Tracks and records individual driver hours, mileage, dates, times, places of travel. Also verifies and tracks patients' eligibility through Electronic Health Records (EHR) to verify correct home of record. Check clinic appointments to facilitate accuracy in scheduling and coordinating timely departures. Maintains administrative filing system, consisting of correspondence, rules and regulations, policies, and management procedures. Responsible for forecasting, managing, issuance and installing inventory of supplies, equipment, and resources for the VTN program; uniforms, keys, PPE, phones, GPS, first aid kits, etc. Will report driver activity levels to the Chief and Asst. Chief, CDCE and reports all aspects of data collection and analysis. Works in a cooperative manner with the Disabled American Veterans (DAV) Representative/Hospital Service Coordinator (HSC) so the DAV organization, who is the primary stakeholder in the VTN program, can report data to their organizational leadership, which in turn can positively impact the quality of the overall VTN through donations and recruitment efforts. Provides ongoing counseling and training to volunteer drivers, coordinators, and Veteran Service Officers (VSO) in relations to defensive driving, vehicle maintenance and proper use of government credit cards, federal regulations, and local policies. Works in a cooperative manner with the Fleet Manager reviewing vehicle and equipment maintenance schedules to determine that necessary repairs are being performed to keep them safe and serviceable, reviews records of repairs and utilization to assure that repairs and usage are within established criteria. Assist Disabled American Veterans VSO in the receipt and assignment of donated vehicles and tracking of all vehicles assigned to VTN program, tracking vehicle information and geographical staging location. Works closely with inpatient and outpatient staff for transportation and discharge transportation needs, ascertaining the requests for transportation are appropriate, meet all established guidelines of the program, and can be safely carried out for both volunteer and passenger. Responsible for collecting, compiling, and tracking data and statistical information in support of the VTN. Performs a basic analysis of the data and generates a variety of reports. Collates in-coming data from a variety of sources, reviewing documents, reports and/or applications for omissions and inconsistencies and ensured data entry is complete and accurate. Ensure proper maintenance records are kept, and follow-up with drivers as needed for additional information and documentation to include vehicle repair estimates, fuel receipts and accidents reports for record and forwarding to Fleet Service. Reviews vendor billing and invoices to ensure compliance of tax-exempt procedures/policy. Work Schedule: Monday - Friday, 7:30am to 4:00pm Telework: This is not a telework position. Virtual: This is not a virtual position. Position Description Title/PD#: Program Support Assistant/PD216970 Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; conduct off-site vehicle inspections and support special events. Travel may also occur in support of outreach events and conferences. The incumbent must attend lengthy meetings both during and after regular scheduled work hours. Travel to other medical center facilities if necessary.

Qualifications

To qualify for this position, applicants must meet specialized experience requirements within 30 days of the closing date of this announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing transportation support duties such as coordinating connections/scheduling, documenting travel information; collecting, compiling, and tracking data on a daily basis; performs a basic analysis of data and generates a variety of reports; entering data into automated tracking data bases; and planning and directing a program that provides support services. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
