The primary purpose of this position is to serve as a first-level supervisor, providing planning, directing, organizing, and exercising control over non-professional employees assigned to maintain CE owned Control Systems.

Duties

Plans, organizes, and directs CE CS activities, ensuring that shop complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents EMCS shop with a variety of installation and functional area organizations. Oversees, operates, and maintains CE CS systems, equipment and related components to control all aspects of HV AC and electrical systems to include air handlers, chillers, boilers, pumps, variable frequency drives, ventilation equipment and other industrial technology that is interfaceable with CE CS network.

  • The incumbent must be able to obtain and maintain a Secret security clearance level required based on the position's sensitivity.
  • May be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually after.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • May occasionally be required to work other than normal duty hours.
  • Position requires the ability to discern colors, contrast, and depth.
  • Work may require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to obtain a government travel card.
  • Work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.
  • This position requires Information Assurance Manager (IAM) Level I "or" Information Assurance Technical (IAT) Level II. In order to fulfil this, the incumbent may be required to acquire and maintain certification(s), such as Global Industrial
  • Cyber Security Professional, Security+, and /or other specialized training authorized by supervisor. Failure to receive and maintain proper certification will result in removal from this position.
  • A 1-year supervisory probationary period will be required, if not previously met.

Qualifications

to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/engineering-technical-series-0802/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures; knowledge to oversee, operate, and maintain CE CS systems, equipment and related components to control all aspects of HV AC and electrical systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment. 2. Comprehensive knowledge of the operation, capabilities, and limitations of complex industrial/facility related control electronic systems complicated by a variety of multicomponent assemblies and devices; knowledge of electronic theory and circuits and basic logic circuits of power, timing, and motion controls, indicating and counting mechanisms, and similar devices; knowledge of Boolean algebra to construct truth tables and logic equations for analysis of logic circuits; and knowledge of related electrical, mechanical, optical, pneumatic, and hydraulic systems. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Skill in troubleshooting electronic problems on large projects and applying test procedures; and in the use of hand and power tools of the electronic trade to include a variety of electronic, electrical, or electromechanical test and measurement equipment. 5. Ability to plan, organize, and direct work assignments to include determining resources required to accomplish the mission. 6. Ability to communicate effectively, both orally and in writing; ability to read and interpret a variety of technical data, such as schematic, diagrams, and technical orders relating to the industrial/facility related control systems electronics trade. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
