The Chief Science Data Officer (CSDO) reports to the Director, Planetary Sciences Division in Science Mission Directorate's (SMD) and is responsible for the leadership of SMD's data strategy and policy. This position will collaborate with all SMD divisions. The CSDO determines and presents the Data Programs to the SMD leadership, NASA senior management, the Office of Management and Budget (OMB), Congress, and other agencies and organizations.

Duties

The Chief Science Data Officer: Serves as Manager of SMD's Data Program by leading, budgeting, and implementing scientifically relevant advanced data system engineering approaches that enable open science. Leads SMD-wide strategic initiatives and establishes new data and software policies to improve the planning, management, and utilization of scientific data across divisions. Leads the development and implementation of open data policies, agreements, and partnerships with interagency, commercial, and international partners for SMD; advises divisions within SMD on the same. Advances open access to data with the goal of accelerating scientific discovery and increasing participation in the scientific process. Leads multifaceted projects to capture, process, and deliver data collected from science instruments and missions. Serves as the SMD liaison to the Office of the Chief Information Officer (OCIO) and the Business Innovation Office (BIO) for matters related to open data policies, data management, and associated digital transformation initiatives. Leads, budgets, and implements scientifically relevant advanced data system engineering approaches that enable open science. This includes implementing advanced data system engineering approaches such as continuous evolution, open access methodologies for data and software, analysis tools like Artificial Intelligence and machine learning, cloud computing, and data science. Strategically leads and collaborates with senior stakeholders to establish and achieve goals related to open data policies, data management, and associated digital transformation initiatives across multiple science or other relevant disciplines. Negotiates agreements/contracts with commercial, academic, and international institutions. Identifies synergies and collaborations that can be leveraged across the Agency's science communities. Leads the effort to advance the state-of-the-art in cloud computing, machine learning, and other data management and analysis activities. Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of random drug screening may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in leading, budgeting, and implementing scientifically relevant advanced data system engineering approaches (examples include: continuous evolution, open access methodologies for data and software, analysis tools like Artificial Intelligence and machine learning, cloud computing, and data science) that enable open science; demonstrated strategic leadership and collaboration experience with senior stakeholders (examples include: commercial, interagency and international stakeholders, organization internal stakeholders, and other research and end-user stakeholders) to establish and achieve goals related to open data policies, data management, and associated digital transformation initiatives across multiple science or other relevant disciplines; and experience in negotiating both contracts and agreements (examples of agreements include: commercial, academic, and international institutions). Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
