Duties
Serving as a Printing Services Specialist GS-1654-11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Publishing Branch (PUB), Student Services Division (SSD) under the Mission & Readiness Support Directorate (MRSD), and located in, Glynco, Georgia.
The primary purpose of this position is to provide printing management planning and support to PUB.
Serving as a primary point of contact for print services consultation between the FLETC and its varied clients, FLETC staff, partner organizations, the United States Government Publishing Office (GPO), suppliers and vendors.
Innovating and seeking the latest technologies, utilizing the GPO contract vehicles, and researching options to further expand the use of automation to promote efficiency and effectiveness for the printing management program at FLETC.
Planning and directing all aspects of the various printing services procured via the GPO and its contract vehicles (one time bid, single, multiple award contracts, etc.) and sources.
Staying abreast of trending technologies, GPO initiatives associated with printing procurement and state-of-the art industry technology and practices.
Drafting and writing detailed printing and binding specifications; identifying, initiating and generating detailed specifications for term contracts for recurring print requirements for training programs.
Reviewing bids and determining acceptable bidders for printing services contacts.
Scheduling and monitoring contractor performance to ensure compliance with established schedules and specifications.
Providing complex reports used for forecasting budget execution, budget expenditures in conjunction with the branch manager.
Providing statistical input in support of overall program management.
Consulting and negotiating with a varied clientele; instructors, curriculum developers, public affairs staff, general counsel, human capital, partner organization representatives and management staff on all facets of printing procurement and management.

- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.

- Must possess and maintain a valid state issued driver's license to conduct official government business.

Specialized Experience:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as:
One year of specialized experience equivalent to the GS-09 grade level in the federal service reviewing printing specifications or other related documents, following up on status inquiries, and preparing cost estimates for staff offices; AND 2) Utilizing procurement policies, principles, procedures, and practices to negotiate and monitor contract agreements for the print production of agency/organization outreach materials and other printed materials. OR
Successful completion of Ph.D. or equivalent doctoral degree in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics; OR
Three full years of progressively higher-level graduate education leading to a Ph.D. degree with major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics; OR
A combination of successfully completed graduate level education and experience. Only graduate education in excess of the first 36 semester hours will be combined with the specialized experience. This will be calculated using your resume and transcripts submitted with your application.
College Transcripts are required if using education substitution.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
