Duties
Review and approve facility project scopes of work for completeness, good practices, and use of materials
Develop cost estimates for facility repair projects and compare to contractor’s proposed cost
Inspect and verify facility repair and construction projects for completeness and meeting the Statement of Work (SOW) requirements prior to approve payments
Review facility repair and maintenance projects to ensure they are within scope of the contract
Maintain correspondence, financial records and files on proposed and approved facility projects

Qualifications
This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Employees will become DoD employees upon transfer to the DHA.

The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
This is a contingent (TERM) appointment, NTE 4 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.
Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The USAMRDC Commander is authorized to extend a contingent/term appointment one additional year.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:
(1) Experience reading and interpreting facility/construction drawings.
(2) Experience conducting quality assurance on facility maintenance, repairs and modernization and projects; AND
(3) Experience evaluating contractor on small construction projects to determine if it meets contract requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by
12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
