Duties
Review and approve facility project scopes of work for completeness, good practices, and use of materials.
Develop cost estimates for facility repair projects and compare to contractor’s proposed cost.
Inspect and verify facility repair and construction projects for completeness and meeting the SOW requirements prior to approve payments.
Review facility repair and maintenance projects to ensure they are within scope of the contract.
Maintain correspondence, financial records and files on proposed and approved facility projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Business Travel is Required up to 5% of the Time
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications
The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the
Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Employees will become DoD employees upon transfer to the DHA.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:
(1) Experience reading and interpreting facility/construction drawings.
(2) Experience conducting quality assurance on facility maintenance, repairs and modernization and projects.
(3) Experience evaluating contractor on small construction projects to determine if it meets contract requirements; AND
(4) Experience serving as an advisor for special projects involving HVAC, plumbing or electrical system installation, service, or repair in research laboratories and facilities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by
12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
