This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), State, Area, or Field Office. This purpose of the position is for the acquisition and management of a wide range of spatial information required to deliver natural resources conservation across the State.

Duties

Develop and implement policy and procedures for use and maintenance of geospatial data; Develops methods for improving spatial analyses within the state to create more effective integrated resource conservation programs. Assess needs, availability, and applicability of GIS data for use in programs and activities. Serve as GIS technical liaison on GIS activities to support conservation planning activities, such as data availability, development, formats, and standards. Coordinate development of data layers both internally or through the development of cooperative agreements with state agencies, institutions, and other federal agencies. Provide technical administration of contracts and agreements for procurement of GIS services including acquisition of Light Detection and Ranging (LiDAR) datasets. Provide and develop GIS products, services, and applications in support of NRCS programs and activities to enhance the ability of NRCS personnel to capture, store, manipulate, analyze, manage, and present geographic databases. Provides training and support to state and service center staffs regarding the use of geospatial software and data.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-5 grade level for consideration for the GS-7 grade level, one year at the GS-7 grade level for consideration for the GS-9 grade level. one year at the GS-9 grade level for consideration for the GS-11 grade level). Specialized Experience for the GS-07 level, you must possess at least one year of specialized experience equivalent to the GS-05 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include assisting with Geographic Information Systems (GIS) technology, remote sensing Technology and aerial imagery, and Global Positioning System (GPS) technology and methods to solve problems. OR Superior Academic Achievement in a bachelor's degree curriculum directly related to the work of the position. To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a related discipline, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society; OR Substitution of education in lieu of specialized experience for the GS-07 level: One full year of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include working with Geographic Information Systems (GIS) technology, remote sensing Technology and aerial imagery, and Global Positioning System (GPS) technology and methods to solve problems and design new methods where established methods and procedures are inapplicable or are unavailable. OR Substitution of education in lieu of specialized experience for the GS-09 level: Two full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include developing and coordinating GIS technologies for use in resource conservation planning; providing GIS development, support and training to user within the natural resources conservation field. OR Substitution of education in lieu of specialized experience for the GS-11 level: Three full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
