Duties
You will serve as an IT SPECIALIST (APPLICATION SOFTWARE/DATA MANAGEMENT) in the PORTAL MANAGEMENT SECTION, HQ IT SUPPORT SERVICES BRANCH, COMMUNICATIONS and INFORATION SYSTEM DIV, DIRECTOR, MARITIME OPERATIONS, NORFOLK, VA.
You will design, normalize, develop, and manage databases and relational/non-relational databases.
You will implement database standards and policies to include information assurance compliance and security requirements.
You will develop and implement database warehousing and data mining to support business intelligence and machine learning.
You will work closely with customers to gather facts about the work involved, workflow, processing actions, and work product.
You will develop custom SharePoint applications or solutions.

Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Manages and configures network services.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides support to the end user by diagnosing and solving a variety of computer and system problems.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provides advice and guidance to managers and customers.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Applies methods and practices for troubleshooting, recovering, modifying, and improving systems to solve complex problems.
GS-13: In addition to experience demonstrating the four competencies above, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience in application and internet programming languages such as Java-Script, Visual Basic, C#, Business Intelligence (Power BI), Python, R, Transact-SQL, and Microsoft .NET.
Experience designing, installing, configuring, managing, programming of databases and database management systems.
Experience coordinating efforts with other personnel in compiling, organizing and analyzing large quantities of information.
Experience preparing detailed and informative system specifications;
GS-12: In addition to experience demonstrating the four competencies above, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience conducting feasibility studies and cost-benefit analyses related to the purchase and/or implementation of information technology resources.
Experience applying Internet technologies, methods, standards, and management of Web Portals that involves privacy, access, cryptographic logon, and authentication.
Experience in data management of backend or Cloud databases that supports web applications/sites.
Experience applying software engineering theories, concepts, and practices to manage the enterprise-wide implementation of new approaches to software development, such as major changes to the life cycle management and DEVSECOPS.
