Eligibility Requirements
In order to be eligible for an appointment under the Pathways Recent Graduate Program you must meet the following requirements:
You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum. OR You must be currently enrolled in a qualifying degree program as described above AND expect to complete your degree requirements no later than 12/31/2023. If you do not complete your degree requirements by 12/31/2023 you will be ineligible for consideration under this program.
Veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.
Qualification Requirements
DEFINITIONS
EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.)
GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full time study. This education must have been obtained in an accredited college or university.
GS-07:
Applicants must meet one of the following to qualify for the GS-07 level:
1. One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-05 level in the Federal service.
Examples of GS-05 level work include: examining financial management documents for proper accounting classification and authorization; performing reconciliations; analyzing a variety of accounts; entering and processing data into various accounts and the general ledger; recognizing and adjusting differences between the general ledger and subsidiary accounts; preparing monthly trial balances and financial reports; reviewing procedures related to the automated accounting system; and reviewing financial data from various sources for completeness.

2. Applicants may substitute successful completion of one full year of directly related, progressively higher level graduate level education (18 semester hours, 27 quarter hours, or the equivalent).

GS-09:
Applicants must meet one of the following to qualify for the GS-9 level:
1. One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service.
Examples of GS-7 level work include: conducting analysis and making accounting system determinations to validate transactions; performing research to resolve accounting system inconsistencies; and verifying accounting data accuracy for statements and reports; and conducting comparative analyses of accounting transactions.

2. Applicants may substitute successful completion of 2 years of directly related, progressively higher level, graduate education or Master's or equivalent graduate degree (such as an LL.B or J.D). (36 semester hours, 54 quarter hours, or the equivalent).
