This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Director's Office, Resource Management Division. The incumbent serves as the senior human capital specialist and is responsible for the development, execution, and coordination of all activities relating to internal human capital management functions essential to the operation of OA as a component within the EOP.
Duties
As a Human Capital Specialist, GS-0301-14, your typical work assignments may include the following:
Serves as the primary point of contact for human capital management for Office of Administration (OA) leadership and hiring managers, as well as staff on individual matters, liaising with the Office of the Chief People Officer (OCPO).
Maintains the OA organizational chart and OA personnel tracker (including budget) for all categories of employees, detailees, and interns.
Contributes to setting the workforce development strategy for the office.
Prepares, reviews and assists in the monitoring of programs that promote diversity and inclusion.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-14 level, if you meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-Developing, interpreting and/or advising senior management on human resources policies and administration; 2-Providing recommendations and solutions to management officials pertaining to human capital management, and 3-Performing a variety of human resources functions, using concepts, principles, laws, regulations and practices including, but not limited to recruitment, staffing, and Human Resources (HR) information systems, workforce analysis and strategic planning.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
