The primary purpose of this position is to manage the base level weapons and explosive safety program for a complex multi mission installation involving diverse environmental, ground, aviation, construction, weapons and explosives activities and provide advisory aircraft systems, weapons and explosive safety services to a number of base and tenant organizations.

Duties

Plan, direct, coordinate and evaluate activities necessary to the overall management of a diverse weapons/explosive safety program affecting a complex multi mission installation and tenant command organizations. Plan, direct and conduct investigations and analyze, mishap and hazardous conditions to determine origin and causes and contributing elements and prepare written evaluation reports concerning findings. Prepare supplements to instructions and manuals and develop specialized local instructions defining mishap prevention, weapons and explosives handling. Use and storage procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies. Review and develop explosive site plans (utilizing manual and automated techniques) and specifications for new construction, major building alterations and/or changes in installation equipment and monitors. Project through completion to ensure compliance with explosives safety standards and safety codes. Develop and provide technical safety training/instruction to supervisors, employees, and/or unit explosive safety representatives on a wide range of work operations areas such as risk assessment, transportation handling, proper storage of hazardous materials and evacuation procedures.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of weapons and explosives safety requirements sufficient to plan, direct, coordinate and evaluate a diverse weapons and explosives safety program and advise key managerial personnel on courses of action affecting facility operations, weapons handling procedures, explosive operations. work processes human machine relationships, etc., which impact on the safety and efficiency of personnel; ability to interpret and modify or significantly depart from standard techniques in devising specialized operation practices concerned with accomplishing project weapons and explosives safety objectives and explaining the reasons and purposes for applying measures and procedures minimizing or abiding hazards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established weapons and explosive safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to military installation, weapons and explosive safety program; the acquirements methods and techniques of accident and mishap investigation analysis resolution of safety programs and formal reporting procedures and risk assessment methods and techniques for evaluating of weapons and explosives safety risks. Knowledge of basic explosives safety, construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Skill in conducting mishap investigations, analyzing and evaluating hazardous conditions, preparing reports and recommendations, and addressing risk assessment methods and techniques for safety code compliance. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. Physical Demands: Work requires regular and recurring physical exertion related to frequent onsite inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements. Occasionally, there may be a need to lift and carry moderate objects. the work may require some degree of agility and dexterity when it involves inspecting weapons and explosives storage and construction sites. Work Environment: Work involves regular and recurring exposure to explosive items, hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures from steam lines. Protective equipment and clothing may be needed, including hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
