The primary purpose of this position, LEAD EXPLOSIVES SAFETY SPECIALIST NH-0017-03, is as a regular and recurring part of their assignment and at least 25% of their time, to lead a team of other General Schedule (GS) employees in accomplishing two-grade interval work.

Duties

Serve as Team Leader over a team of civilian employees. Manage and develop effective installation-wide explosives, weapons, missiles, nuclear, and Directed Energy Weapons (DEW) programs to include contractor operations including the application of explosives safety criteria and requirements as an integral part of the mission. Manage the explosives safety program. Develop and implement command policy and establishes processes and procedures for the explosives, weapons, missiles, nuclear, space, and DEW programs for all Hill AFB unit field activities. Conduct special on-site investigations of explosives, missiles, weapons, nuclear, space, and DEW mishaps.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in knowledge of weapons, explosives, nuclear and occupational health safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the installation weapons, explosives and nuclear safety program; the requirements, methods, and techniques of accident mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of weapons and explosives safety risks. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Expert knowledge of safety and occupational health concepts, principles, laws, regulations, policies, standards, procedures methods, and techniques applicable to a broad range of weapons, explosives and nuclear safety requirements sufficient to plan, direct, coordinate, and evaluate a diverse weapons, explosives and nuclear safety program and advise key managerial personnel on courses of action affecting facility operations, weapons handling procedures, explosives operations, nuclear weapons transportation, work processes, human-machine relationships, etc., which impact on the safety and efficiency of personnel. 2: Expansive knowledge of the body of laws, regulations, policies, and procedures related to weapons, explosives and nuclear safety to sufficiently interpret and modify or significantly depart from standard techniques in devising specialized operating practices concerned with accomplishing project weapons, nuclear and explosives safety objectives; and explaining the reasons and purposes for applying measures and procedures, minimizing or abating hazards. 3: Expert knowledge of weapons, explosives and nuclear safety principles, practices, standards and abatement measures related to diverse aviation and industrial settings sufficient to apply a wide range of methods and techniques in the inspection of government weapons, explosives and nuclear storage locations, maintenance facilities, demolition areas, etc., to determine compliance with applicable regulatory provisions. 4: Extensive knowledge of physiological and psychological factors sufficient to conduct a wide variety of activities promoting safe working practices, use of protective gear and proper equipment operations. 5: Broad knowledge of the requirements, methods, and techniques of accident and mishap investigation of normal to high risk weapons, explosives and nuclear storage and operating areas, to include fact-finding, analysis, risk assessment, resolution of safety problems, and submitting formal reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is primarily sedentary. Occasionally, work requires regular and recurring physical exertion related to frequent on-site inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements. Occasionally, there may be a need to lift and carry small objects. The work may require some degree of agility and dexterity when it involves inspecting construction sites. Work Environment: Majority of work is usually performed in an office setting. However, occasionally work involves unit level on-site evaluations and inspections which require exposure to industrial, explosives and shielded radiation sources, irritant chemicals, physical stresses, high noise levels, adverse weather conditions and temperatures. Protective equipment and clothing may be needed, including hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, gloves and other specialized protective equipment as identified in specific technical directives.
