NCATS and NLM are seeking an exceptionally talented, knowledgeable, and motivated individual(s) for the Program Specialist position. The incumbent will perform functions associated with procurement and contract services and is responsible for implementing projects, providing technical support to program staff, researching and analyzing operational issues.

Duties

Participate in the development and implementation of comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities. Provide customer liaison services to include resolving issues, ensuring customer satisfaction, and improving customer service. Builds relationships with other NCATS and NIH offices to develop and provide a superior level of customer service for procurement programs and services. Perform functions to support procurement and contracting services for NCATS. Provide technical procurement support to program staff during the development of projects or programs. Develop and implement comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities. Research and/or analyze program issues, and, based on conditions and factors that relate to the program, determines what procurement information is required. Develop recommendations and policies and prepare and issue procedures and guidelines for implementation of program or administrative policies, delegations, and requirements. Develop modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of procurement and contracting operations at NCATS.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-9 level, if you meet one of the following qualification requirements: A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in the development and implementation of program practices and procedures; participating in administrative or management studies, such as analyzing data, developing formats to report the results of studies; and providing support for program planning and analysis activities utilizing integrated reporting systems; OR C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-11 level, if you meet one of the following qualification requirements: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating program efficiency and effectiveness; interpreting the impact of regulations and policies on administrative programs; planning, analyzing, and evaluating priorities, resource allocations, work force management, and performance in support of operational requirements; participating in the development and implementation of plans for organizational projects and initiatives; reviewing information and developing analytical reports with recommendations; OR C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Program Specialist, GS-0301 position at the GS-12 level, you must have: One year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating programs in areas such as grant review, program support management, financial management, procurement, quality assurance, management analysis or administrative program management; formulating and executing action plans to respond to business and management problems or initiatives; providing organizational support for program planning and analysis activities; evaluating the impact of new program policies; determining measures of effectiveness in setting organizational goals and objectives.
