This position is located in the Drug Enforcement Administration (DEA), Operational Support (SC), Office of Investigative Technology (ST). This position(s) primary purpose is to oversee the management and supervision of employees and contractors assigned to the Infrastructure Support Unit (STAI), and telecommunications projects and programs within the Office of Investigative Technology.

As a TELECOMMUNICATIONS MANAGERyour typical work assignments may include: Directing and managing the work of telecommunications specialist and similarly aligned contract personnel responsible for managing digital, radio, satellite, and network communications for all agency technologies. Exercising supervisory and/or managerial authorities and provides occupational specific technical and administrative direction to subordinate employees performing the work and functions of the organization. Ensuring that the work of the section/unit employees complies with legal and regulatory requirements and meets agency or customer needs. Reviewing, validating, and applying security compliance to agency networked equipment and managing projects that organize equipment, applications, or program in a manner that meets established federal requirements for cyber security. Performing data migration from legacy infrastructure to cloud and virtual environments, reviewing and testing end-user usability, and reliability to support operations.

Qualifications

Applicants must meet the BASIC Requirement AND Specialized Experience requirements as noted below. Qualification claims will be subject to verification. Basic Requirement: A Major study during Undergraduate and Graduate Education: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled (Telecommunications Specialist (Surveillance)) OR; Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Specialized Experience: Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One (1) year equivalent to the GS-13 level performing the following duties: 1) Coordinating projects and plans that require installing, reconfiguring, and troubleshooting telecommunications infrastructure and devices. 2) Advising and providing counsel to employees regarding policies, procedures, and directives of management. 3) Testing devices and responding to technical issues; cellular, digital, radio, satellite, and analog communications. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Administration and ManagementPlanning and EvaluatingTechnical CompetenceTelecommunications Time-In-Grade Requirement: Applicants who are current Federal employees must meet time-in-grade requirements by the closing date of this announcement (as defined in 5 CFR 300, Subpart F).
