Duties
The primary purpose of this position is: To serve as a senior Air Force strategic planning analyst in AF/A8XP; to provide Air Force military rated aviator expertise in developing, evaluating and disseminating the full range of complex strategic planning processes such as Annual Planning and Programming Guidance; to provide expert guidance and advice to Air Force headquarters staff and major command activities.
Applies Air Force aviation expertise in AF/A8XP to develop strategy, policy, planning and programming guidance across a broad range of highly complex qualitative and quantitative analyses of programs, policies, and issues which have a major impact on national defense policy in the development of long-range plans such Annual Planning and programming Guidance.
Develops new methods for research and development of future force structure alternatives using the Enhanced Tradespace Tool (ETT) database management system.
Prepares and presents briefings suitable for the CSAF and SECAF; briefings may be controversial, highly subjective and not readily susceptible to verification until actual operational situations are encountered.
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force long range strategic planning actions.

Qualifications
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this Test Designated Position (TDP), the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector) ). Examples of specialized experience includes: Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar long range strategic planning efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution System (PPBE), and Department of Air Force policy, procedures, and schedules for developing the Annual Planning and Programming Guidance, Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and valuations, and the way the PPBS process support them.
Knowledge of and skill in the application of Air Force rated combat aviator (e.g., pilot, navigator) expertise as it applies to assigned programs; knowledge of weapons systems and capabilities; knowledge of the Strategic Operational and Tactical level of air combat; knowledge of joint and Air Force doctrine and operational plans; knowledge of the DoD analytic Agenda.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership use and decision-making.
Ability to communicate effectively both orally and in writing, negotiate complex issues and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
