The purpose of this position is to serve as a Safety & Occupational Health Specialist at Treasury's Safety, Health, and Emergency Preparedness (SHEP) Office. The position requires comprehensive knowledge of safety and occupational health regulations, techniques, procedures, practices, and standards applicable to the performance of compliance inspections and near-miss or incident investigations.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-12: You must have one (1) year of specialized experience that has equipped you with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal service, public, or private sectors.
Specialized experience for this position includes managing investigations concerning safety methods and techniques including recommendations for corrective action.
Examples of specialized experience could include:
-Independently planning and carrying out a safety and occupational health program or a significant assignment and resolving most conflicts and hazardous situations; OR
-Manage a safety and occupational health program with diverse but recognized hazards, achieving compliance with regulatory provisions and effectively communicating multiple safety and occupational health practices and procedures to staff and line personnel; OR
-Independently interpret, evaluate, select and apply guidelines to specific situations including modifications and adaptations when necessary, applying standard hazard control or elimination practices to different situations.
Specialized experience for the GS-11: You must have one (1) year of specialized experience that has equipped you with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal service, public, or private sectors.
Specialized experience for this position includes providing guidance, recommendations, and assistance regarding investigations to supervisors and employees concerning safety methods and techniques.
Examples of specialized experience could include:
- Applying safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; OR
- Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; OR
- Training of workers or other safety and occupational health personnel in safety or occupational health subjects; OR
- Coordinating with other safety and occupational health personnel on recommendations for corrective actions to address hazardous conditions
OR
You may substitute education for specialized experience as follows:
- a Ph.D or equivalent doctoral degree; OR
- 3 full years of progressively higher level graduate education leading to such a degree; OR
- a LL.M., if related
OR
You may have a combination of specialized experience and graduate level education. Only graduate level education in excess of the first 36 semester hours may be used as qualifying when combining education and experience.
Specialized experience for the GS-09: You must have one (1) year of specialized experience that has equipped you with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 level in the Federal service, public, or private sectors.
Specialized experience for this position includes providing assistance regarding investigations to supervisors and employees concerning safety methods and techniques.
Examples of specialized experience could include:
- Assisting in applying safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; OR
- Assisting in inspecting workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; OR
- Assisting training workers or other safety and occupational health personnel in safety or occupational health subjects
OR
You may substitute education for specialized experience as follows:
- A Master's or equivalent graduate degree; OR
- 2 full years of progressively higher level graduate education leading to such a degree; OR
- LL.B or J.D., if related
OR
You may have a combination of specialized experience and graduate level education. Only graduate level education in excess of the first 18 semester hours may be used as qualifying when combining education and experience.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
